- B SYNOPSIS OF PROPOSED CONTRACT ACTION-War Related Illness and Injury Center (WRIISC) PM2.5 Exposure Animal Model Project Solicitation Number/FBO Notice: 36C245-19-Q-0575 Agency: Department of Veterans Affairs Office: Veterans Affairs, Central Office Location: Washington, DC Set Aside: N/A Classification Code: B- Specials Studies and Analysis, NOT R&D NAICS Code: 541910 Synopsis: The Dept. of Veterans Affairs, in accordance with FAR 6.302-5 (Authorized or Required by Statute) intends to make a sole source award to a firm with the capability of providing studies in support of the WRIISC. The anticipated source is Ohio State University, Davis Heart and Lung Research Institute, 473 W. 12th Avenue, Columbus, OH 43210. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government s intent to make a sole source award. Contractors who can provide the Department of Veterans Affairs with the required services are invited to electronically submit an affirmative written response indicating a bona fide ability to meet this specific requirement. Specifications for this requirement are as follows: The Contractor shall in accordance with the Performance Work Statement, performing a variety of research activities aligned with VHA s, WRIISC s and Airborne Hazards and Burn Pit Center of Excellence s (AHBPCE s) major initiatives, specifically develop, conduct, and disseminate findings from a translational research project to better understand the pathophysiology of adverse health outcomes possibly linked to deployment-related airborne hazards. The project will: Develop, procure and maintain a military-relevant animal model Collect data and specimens at discrete time periods Perform in vivo experiments to characterize cardiopulmonary function Produce reports and appropriate summaries of findings for dissemination Research Development and Study Design Synthesizing and Disseminating Findings The period of performance is expected to be September 30, 2019-Sepetember 29, 2020. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a Point of Contract (POC), telephone number, and electronic mail address (email). Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are US or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
