5 1 STATEMENT OF REQUIREMENTS KCVA Main Entrance Construction EXTERIOR AND INTERIOR SIGNAGE PROCURMENT Introduction This procurement is to obtain exterior and interior to supply wayfinding, life safety and informational signage in the new main entrance at the Kansas City Veterans Administration Medical Center. This requirement is for programming, product, and installation of exterior and interior signage to match the existing program already in place at the Kansas City Veterans Administration Medical Center for branding and continuity purposes. Period and Place of Performance The product will be ready to be installed in January 2020 and install will be coordinated with the Interior Design program. Contract Requirements Required services are: Single source of providing exterior and interior signage listed in this request as well as providing installation services for all the signage. A single source of these items and installation will allow the awarded vendor to follow up with production and delivery of product as well as coordinate installation schedules. As desired by the bidder, a pre-award site visit at designated time and day by the VA to be determined once solicitation is sent. Provide all product specification options to the Kansas City VA Medical Center Interior Design Program. Coordinate estimated arrival and installation times with VA Interior Design. Full installation services for both exterior and interior signage. Scope and Minimum Technical Requirements Programming General program management services and product as required by the attached PowerPoint. Comprehensive design and programming by the vendor to include signage locations, sign types, life safety and wayfinding signage. Graphics, color scheme and layout will match existing KCVA signage for branding and continuity for veterans, their families and staff. Quality Assurance on all signage programming Signage Exterior and interior signage requests and updates including life safety signage, wayfinding signage, room numbering, room identification, monument signs, directional signage and graphics. All signs to include all hardware necessary for mounting/hanging/etc. Interior signage may be hung from the ceiling or attached to walls, depending on the need of the individual sign. To integrate, the new signage must have the following attributes: Signage must be a modular system, comprised of an extruded aluminum structural rail, removable inserts that load horizontally onto the structural rail, and endcaps that secure the inserts into position. Signage must be able to connect with the signage currently used at the facility. All endcaps, locking clips, ceiling grid clips, carriers, inserts (both paper and lexan), trim pieces and any other part to be interchangeable with the KCVA s 83 interior sign types and 54 exterior sign types. Signage must function and match finishes and sizes exactly that are existing, therefore providing a consistent and comprehensive signage system and maintaining uniformity throughout the facility. The signage system must visibly look identical to the existing system used by the medical center. This would necessitate the 74 symbols used in the existing signage be replicated in color and size exactly. It would also require the signage color palate, evacuation maps, various fonts and sizes for each signage line for the 137 sign types, and materials of all components previously mentioned to be identical matches. Signage must be able to integrate with the parts inventory that is maintained by the facility. The facility consists of over 7000+ signs installed at the medical center. Signage must also integrate with our in-house plotter for printing sign inserts on site. Replacement inserts shall be readily available for updating all graphics on the sign face, and shall be fabricated for use specifically with the extruded aluminum rail system. Inserts shall be interchangeable between signs Exterior Post and Panels must be welded together Types of Typical Interior Signage: Rail accepts inserts Rail accepts inserts on face side only. on both sides. 9/32 thickness 9/16 thickness Arrows: VA standardized arrows shall always be centered within a square field to create the below shapes. The arrow is always positioned in such a manner that it is centered in relationship to the capitol letter that it precedes. The standard position for arrows, in relationship to test, is either on the left of the first line of text or immediately above the first line of text. On signs with numerous destinations, a single arrow will be placed adjacent to the first line of text to identify the direction for all destinations grouped together. The arrow size is one and one half (1 ½) times the capitol letter height. Text: Per ADA guidelines, characters will be san serif, all capitals, and shall not be italic, bold, script or highly decorative. Characters and Braille shall be in horizontal format. Character height shall be 5/8 minimum and 2 maximum, depending on viewing distance. Character stroke thickness of the uppercase letter I shall be 15% maximum at the height of the character. Character spacing to be 1/8 minimum and four times the character stroke width maximum. Line spacing to be 135% minimum and 170% maximum of the letter height. Characters shall be separated from raised borders and decorative elements by 3/8 minimum. Characters shall be raised 1/32 minimum above their background. Characters to be used shall be selected from styles where the width of the uppercase letter O is 55% minimum and the 110% maximum based on the height of the uppercase letter I. Manufacturing and Installation Supplier shall be a full-service, turn-key signage manufacturer, including the following attributes: Turn-key supplier providing design, wayfinding, fabrication, delivery and installation on one comprehensive contract. Supplier must have extensive experience in developing large-scale interior and exterior signage programs in large-scale environments, including at least five (5) similar projects in the last two (2) years which featured multiple product and service components. Fabrication lead times of 4 weeks or less Maintenance order lead times of 2 weeks or less Access to a sign maintenance service program which offers sign review visits at regularly scheduled intervals by a manufacturer personnel, with sign maintenance requirements documented in a tablet-driven electronic user interface. Exterior and Interior installation to occur during one visit of which the length will be determined by the vendor and the KCVA Interior Designer. Signs will be installed at the KCVA and all of the CBOCs. Current ADA signage standards must be followed including the recent changes of a detailed definition of tactile characters, new location and mounting heights for signs, and minimum character heights determined by viewing distances. Submittals Sign schedule with the signage types, quantities Evaluation Criteria How fully the package meets the requirements as set forth in the statement of requirements How well the product meets the VA desired intent and matches the existing signage programming at the KCVA. Ability to program, provide product and install. Operating Constraints The installation team must attend a Kansas City VA Medical Center safety course which is held every Tuesday at 7am for any work done on government property. Each member of the installation team will need to provide a valid ID to the VA Interior Design prior to attending the safety course. This will give the installation crew the necessary current badge they must wear to perform the work in our medical facility. The installation must be scheduled with the KCVA Interior Design Office based on the time that the clinical team believes will be least disruptive to our patients.
