Description
The Architect of the Capitol (AOC), 2nd and D Streets SW, Washington, DC, is hereby notifying interested offerors of its intent to issue Solicitation No. IFBCGA190034. THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR BIDS. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This synopsis is for administrative purposes only. The information provided herein is subject to change and in no way binds the Government to solicit for or an award or competitive contract. PLEASE NOTE: A FORMAL SOLICITATION IS TO FOLLOW. The Government intends to issue an Invitation to Bid in August 2019. Please be advised the date for solicitation posting is estimated and the actual posting date may be after the estimated date. Offerors shall address all questions in writing to Greg Lindsey, Contract Specialist, via email at Gregory.Lindsey@aoc.gov. TELEPHONE INQUIRIES WILL NOT BE ACKNOWLEDGED OR ACCEPTED. Note all questions and answers specific to the solicitation will be posted as amendments. Offerors are advised that the AOC is a Legislative Branch entity and NOT subject to the Federal Acquisition Regulations (FAR). However, this procurement will be solicited consistent with FAR Part 14 Sealed Bidding. The Government intends to award a single, Firm-Fixed Price contract resulting from this solicitation. The North American Industry Classification System Code (NAICS): 238990 All Other Specialty Trade Contractors. This procurement is being solicited as unrestricted. ESTIMATED MAGNITUDE of CONSTRUCTION: Between $1,000,000 and $5,000,000 Synopsis: The Architect of the Capitol (AOC) has a requirement for a FY19 Sidewalk Replacement in Various Locations. Most of the work is to remove and replace existing sidewalk areas with a `seeded' aggregate sidewalk per the drawings and specifications. Although there is one area of sidewalk where plain concrete is required. There is also a small amount of granite curb and brick gutter removal and replacement per the plan drawings and detail drawing. Accessible ramps are to be installed per the plan drawing and detail drawings. All vendors must be registered in the Systems for Award Management (SAM) database to be eligible for award. The website is www.sam.gov. All invoices will be submitted electronically via Invoice Processing Platform (IPP) to receive payments. The website is www.ipp.gov. The Contracting Officer will determine the prospective contractor is responsible. To be determined responsible a prospective contractor must demonstrate that it has adequate financial resources to perform the contract, or the ability to obtain them. The prospective contractor must be able to comply with the proposed delivery schedule. A prospective contractor must demonstrate that it has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them. A prospective contractor must demonstrate that it has the necessary production, construction, and technical equipment and facilities, or the ability to obtain them. A prospective contractor must have a satisfactory record of integrity and business ethics. A prospective contractor must be otherwise qualified and eligible to receive an award under applicable laws and regulations.
