- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number M00318-19-Q-0034 is issued as a Request for Quotation (RFQ). This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05 and Department of Defense FAR Supplement (DFARS) current to DPN 20190820. This is a small business set-aside. The applicable North American Industry Classification System (NAICS) code is 333112, Lawn and Garden Tractor and Home Lawn and Garden Equipment Manufacturing, and the small business size standard is 1,500 employees. Quotes are being requested for the following CLIN 0001: Tow-behind debris blower Description: Brand name or equal to Buffalo Turbine Cyclone Squared Debris Blower Model# BT-CKB3SQ Unit of Issue: EA Quantity: 1 FOB: Destination To be considered equal, the item quoted must meet the following salient characteristics: Control: Wireless system with 360-degree dual nozzle control and throttle control Transmitter: Hand-held, wireless Engine: 37 HP, 4-cycle, gasoline Output RPM: Up to 3,400 RPM Nozzle: Dual, Aerospace Polymer material Outlet Size: 12 inches Trailer: Bolt on trailer with adjustable hitch. Warranty: 10-year warranty on machine and 3-year warranty on engine. Evaluation and Award: Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The following non-cost factors will be used to evaluate quotes: technical (meet or exceed salient characteristics) and past performance. Past performance will be evaluated in accordance with DFARS 213.106-2, Evaluation of quotations or offers.
