- Solicitation The U.S. Food and Drug Administration's Technology Transfer Program (FDAT2) requires an online patent research service to carry out its work mandated under 15 USC 3710 and other related legislation. The online service will allow FDAT2 staff (including OC staff, technology transfer representatives from FDA Centers and ORA, special volunteers, summer students and interns) to identify potential licensing and collaboration partners around the globe for existing intellectual property as well as allow FDAT2 to better assess the potential commercial appeal of contemplated patent filings. This will enable FDAT2 staff to conduct detailed analyses on the novelty of and identify prior art for new inventions; better understand global players working in various technology areas quickly and efficiently; benchmark, validate, and evaluate intellectual property portfolios of universities, companies and collaborators; graphically understand the infringement potential of our current and future intellectual property pipeline; and minimize spending on patent portfolios that are not likely to "bear fruit" (e.g., unlikely to be licensed) by making smarter and earlier decisions to abandon applications at key deadlines. This functionality will enable FDAT2 staff to evaluate the patentability and licensing potential of FDA inventions. The tool's innovative functionalities and visualization of patent analyses is required for FDAT2 to streamline its decisions on patent portfolio filing, management, marketing, and licensing. The online tool will also enable FDAT2 staff to monitor the progress of FDA's patent portfolio (as well as those of collaborators and licensees) and enable us to evaluate technology trends applicable to FDA's inventions. In addition, the tool will provide information about potential partners and licensees, notably companies that are active in similar technology areas. Please see attachment for more information.
