- The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis, to Thermo Electron North America LLC for a one year base period with four (4) one year option periods for comprehensive service agreement to properly maintain the Thermo ICAP 6300 Duo View ICP-OES instrument located in the Edison, NJ Laboratory. The instrument will be covered under the Unity Essential Plan - Elemental OE/ICP. The Unity Essential Plan - Elemental OE/ICP features the following for the instrument: -Unlimited number of demand on-site service visits with a maximum 72-hour response -Engineer labor and travel is included -One (1) scheduled preventative maintenance (PM) visit per year -Priority technical support with a 2-hour response time -Factory-certified replacement parts included -Thermo supplied ICP data station and water re-circulator coverage -Software updates and notifications. Thermo Electron North America LLC, is the only source that can provide maintenance services to properly troubleshoot, repair and maintain the instrument. There are no certified engineers, other than the ones provided by Thermo Electron North America LLC, that are trained to perform preventative maintenance and repairs to this laboratory instrument. Moreover, there are no other vendors that can provide factory-certified replacement parts. This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued. This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA's requirements may submit technical documentations to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 10 calendar days of the posting of this notice. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete this requirement based upon responses to this notice is within the discretion of the EPA.
