- The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis, to Kejr, Inc. doing business as Geoprobe Systems. The Geoprobe Model 540MT Soil Probe is the model which can meet EPA Region 2 requirements. Currently, EPA Region 2 Laboratory Services and Applied Science Division, Hazardous Waste Support Branch, Superfund Support Team (LSASD-HWSB-SST) is limited on depth of soil sampling, as well as sample throughput due to manual operations with hand tools in various substrates. The direct push platforms are now the industry standard because of their versatility, low cost operation, and mobility. The limited access, direct push, portable Geoprobe Model 540MT Soil Probe will increase LSASD-HWSB-SST field sampling capacity by providing extended depth soil coring, groundwater sampling, and vapor intrusion sampling previously unobtainable, as well as building sub-slab investigative work for pre-remedial and removal activities under the Superfund program. The units' physical dimensions at 35 inches wide by 75 inches tall (folded) and weighing in at under 1000 pounds contribute to its maneuverability in hard to reach locations, as well as its cart mount, rear stabilization, and towing hitch for expeditious and safe operation. In addition, the external hydraulic power unit and subsequent hydraulic hoses (up to 200 feet in length) allow for zero indoor air emissions during indoor drilling operations. Furthermore, this direct push rig can perform soil, groundwater, and soil gas sampling using 36-inch and/or 48-inch long drilling rods with single rod or dual tube drilling rod configurations which allows for discrete or continuous core soil samples to be obtained. Groundwater samples can be collected from an open bore hole, using pre-packed wells screen, temporary slotted well screen, or temporary wells using a peristaltic pump, check valves and tubing, and mini-bailers. In addition, soil gas samples can be obtained by installing permanent or semi-permanent soil gas wells with one sample interval and depth per bore hole or multiple sample intervals and depths per bore hole (nested wells or multi-depth wells). This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued. This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA ¿s requirements may submit technical documentations to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 10 calendar days of the posting of this notice. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete this requirement based upon responses to this notice is within the discretion of the EPA.
