- Line Item Description, Item/Part #, and Quantity The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate with Leica Microsystems Inc., 1700 Leider Lane, Buffalo Grove, Illinois 60089 on an other than full and open competition basis to procure one (1) Leica TCS SP8 X White Light Laser Confocal Microscope and a DFC3000 G Kit Confocal Camera system including: DMi8 CS Bino, Closed Loop Focus with AFC, Turret cooling for DMi8, Spill protection for DMi8, Optical Outfit + motorized ICT, Sola-SMII 365nm, Transmitted Light Brightfield Detector, Manual 3-plate stage, Scan Optics module HIVIS with rotation, FOV scanner SP8, X1 Port Emission Access, Two HyDs SMD, Laser 405 nm AOTF Flexible, Laser Kit WLL2 with cw VIS lines, Falcon FILM with WLL+PQ, SMD Excitation: 440 pulsed, Confocal Super-Resolution LAS X LIGHTNING Expert, Expert CUDA Workstation, 115V. See the attached list of line item descriptions, part numbers, and quantity. There will be a trade-in of a 14-year-old Leica SP5 Confocal Microscope, serial #5100000844. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items an award will be made pursuant to the authority in FAR Part 13.501(a)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. Delivery to Bethesda, Maryland 20892 approximately 120 days after receipt and acceptance of award. The Research Technologies Branch (RTB) has a requirement for a Leica TCS SP8 X White Light Laser Confocal Microscope and a DFC3000 G Kit Confocal Camera. The main objective is the replacement of a 14-year-old Leica SP5 Confocal Microscope. This new instrument has a range of compatibilities not present in the current SP5 Confocal Microscope. Among the capabilities is the collection of fluorescence lifetime imaging (FLIM), which is the standard for analyzing colocalization and interaction of proteins. With dual channel FLIM, one channel can serve as a reference, and the other to monitor real time changes in the lifetime of the donor molecule. The instrument is equipped with a temperature-controlled incubator around the microscope to facilitate live cell experiments. There are four (4) HyD detectors, which are an order of magnitude more sensitive than the existing photomultiplier tube (PMT) detectors. The system will have the LAS X software, which allows for automated collection of tiled images. Additionally, a new confocal digital high sensitivity monochrome camera with passive cooling architecture is included to assure optimum results with the new instrument. These new capabilities will allow investigators to undertake studies of protein interactions that cannot be done now. Leica Microsystems Inc., is the only vendor to provide the Leica TCS SP8 X White Light Laser Confocal Microscope that is compatible with the aging SP5. There will be a trade-in of the SP5 Confocal Microscope, with the components of White Light Laser, XY Scanning Stage, DIC Prisms C, D, E, K3, K6, K10, HyD Detector, PMT Detector, Computer Table, Air Table, and a Compressor, that will be configured to the SP8. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the same equipment may submit a capability statement that could be considered by email (subject line to reference NIAID-NOI-19-1975972) to Tonia Alexander at talexander@niaid.nih.gov, by 11:00 am eastern standard time Wednesday, September 11, 2019. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
