- Draft Statement of Work The U.S. Army Corps of Engineers (USACE) intends to award a single-source fixed-price purchase order to Institute of Electrical and Electronics Engineers (IEEE) Standards Select online resource. One year subscription, including 100 download tokens with perpetual access for the Institute of Electrical and Electronics Engineers (IEEE) Standards Select online resource. The period of performance for this requirement shall be for twelve (12) months from the date of the effective date of the contract. No competition is being sought unless/until another source is identified. These library service subscriptions are unique to (IEEE). PSC - D317- Support - Automated News Services / Data Services NAICS - 519130 - Internet Publishing and Broadcasting and Web Search Portals HECSA Library intends to purchase access to IEEE Standard Select content service for use by engineers in the Electrical & Electronic Engineering Community of Practice (E&E CoP) to support their mission requirements, and by HECSA Library staff to support customer requests. These authorized USACE personnel will search the Standard Select database to locate engineering standards on a desired topic. Publications are sponsored or published by IEEE, a major U. S. professional association for advancing electrical and electronics research. IEEE's non-governmental standards are used in most all USACE construction projects. The Standard Select service will allow users to secure a total of 100 standards with perpetual access for that title. Revisions of engineering standards will be counted as a new unique document necessitating another transaction. This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to (IEEE).
