This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6., as supplemented with additional information included in this notice, and it being conducted pursuant to Federal Acquisition Circular 2019-05 August 13, 2019 Part Subpart 12.6 and FAR Part 13. The Request for Quote (RFQ) number is 1333MD19BNEEB0013. The acquisition is being conducted as a small business set-aside requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 333111 - Size Standard 1,000 employees. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. To acquire a 7 foot Sickle Bar Mower attachment for the Station's Skid Steer loader. To maintain proper lane width on the FCDAS access roads and trails by trimming back over growth to the extent of the ROW BACKGROUND: The Facilities group maintains Buildings, Roads, and Grounds at the FCDAS Ground station which operates 24/7/365. In the course of our maintenance and operations duties, movement on un-improved roads and trails becomes necessary to perform the various duties required to operate the station. Use of a standard flail type mower for the sides of the road usually causes severe damage to the driving surface as the machine must operate at right angles in order to clear/mow the brush encroaching on the roadway. The Sickle Bar type mower would allow the operator to travel perpendicular to the roadway, thus speeding up the operation without causing collateral damage to the driving surface. TECHNICAL SPECIFICATIONS: Must attach to and operate from a 2001 Caterpillar brand Skid steer model 236, operate on a hydraulic flow rate of <22 GPM, and come with the necessary control package needed to operate the unit. The machine specs are; 2001 Cat 236 Skid steer loader SIN 04YZ04640 Rated 22 GPM max Hydraulic flow rate Rated 3300 PSI Hydraulic pressure 7000 Lb. operating weight SHIPPING: Fairbanks Command & Data Acquisition Station NOAA NESDIS CDA Station Fairbanks, Alaska Commerce Acquisition Regulation (CAR) clauses: CAR 1352.201-70 Contracting Officer's Authority (APR 2010) CAR 1352.209-73 Compliance with the Laws (APR 2010) CAR 1352.209-74 Organizational Conflict of Interest (APR 2010) CAR 1352.233-70 Agency Protests (APR 2010) {Fill-in paragraph "b": Department of Commerce, NOAA, NESDIS, Field Delegate 1335 East West Highway, room 8472, silver Spring, MD 20910; fill-in paragraph "c": U.S Department of Commerce, Senior Procurement Executive, 1401 Constitution Avenue NW Suite 6422, Washington DC 20230} The following FAR clause is provided in full text: FAR clause 52.212-2, EVALUATION--COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
