Helmets RFP FA8003-19-R-A007 Questions and Answers Round 3 RFP Attachment 1 - Salient Characteristics (Tech Subfactor 1) Update 3 FA8003-19-R-A007 Helmets RFP Amendment 0004 RFP AMENDMENT 0004 POST UPDATE 4 - 04 SEP 2019: The Air Force has issued Amendment 0004 to Request for Proposal (RFP) No. FA8003-19-R-A007. Refer to the document titled "FA8003-19-R-A007 RFP Amendment 0004." RFP Attachment 1, Salient Characteristics, has been changed as a result of this amendment. Refer to the document titled "RFP Attachment 1 - Salient Characteristics (Tech Subfactor 1) Update 3." The proposal due date has NOT been extended and remains 06 Sep 2019. A third/final Questions and Answers (Q&A) document with all questions received on RFP Amendment 0003 and the Air Force's responses to each question has also been posted to this FedBizOpps post. RFP AMENDMENT 0001 POST UPDATE 1 - 21 AUG 2019: The Air Force has issued Amendment 0001 to Request for Proposal (RFP) No. FA8003-19-R-A007. Refer to the document titled "FA8003-19-R-A007 RFP Amendment 0001." None of the RFP attachments have been changed as a result of this amendment. The proposal due date has been extended from 29 Aug 2019 to 03 Sep 2019. Any final questions pertaining to this RFP should be submitted to the Procuring Contracting Officer (PCO) by 12:00 PM EST on 23 Aug 2019. The Air Force is working on preparing responses to all questions received so far. The initial Questions and Answers (Q&A) document will be posted to this FedBizOpps post as soon as possible. Interested Offerors should continue to monitor this FedBizOpps post for updates to the RFP. ORIGINAL RFP POST THIS IS A FORMAL REQUEST FOR PROPOSAL (RFP)/SOLICITATION. Proposals in response to this RFP are due by 5:00 PM EST on Thursday, 29 August 2019. The Next Gen Ballistic Helmets enterprise sourcing effort will provide for a Firm-Fixed-Price (FFP) Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle for the Air Force Security Forces Center (AFSFC) that will supply approximately 8,100 standardized ballistic helmets (and associated helmet covers) per year over a three (3) year ordering period (no options) to both Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS) Security Forces Squadrons. This acquisition is set-aside 100% for Small Business (SB) concerns. Offerors must meet the size standard of 750 employees that is associated with the North American Industry Classification System (NAICS) Code applicable to this acquisition of 339113, Surgical Appliance and Supplies Manufacturing. An Offeror's SB status will be verified using the System for Award Management (SAM) (https://www.sam.gov/SAM). Further, the business size of the manufacturer of the proposed helmet will also be verified using SAM to ensure compliance with the non-manufacturer rule. All prospective Offerors must be actively registered in SAM with no active exclusions in order to be eligible for award IAW FAR 4.1102 and 9.4. This acquisition will utilize Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with selected procedures from FAR Part 15, Contracting by Negotiation. The Air Force will limit the application of FAR Part 15 policies and processes to the maximum extent allowed to create the greatest efficiencies under FAR Part 12. The tradeoff process will be utilized for this source selection in accordance with (IAW) FAR 15.101-1 and 15.3, as supplemented by the Department of Defense Federal Acquisition Regulation Supplement (DFARS) 215.300 and the Air Force Federal Acquisition Regulation Supplement (AFFARS) Mandatory Procedures 5315.3, to make an integrated assessment for a best value award decision. The tradeoff process will be utilized because it may be in the best interest of the Air Force to award to other than the lowest priced Offeror or other than the highest technically rated Offeror. The factors to be evaluated are Technical and Price. Among the evaluation factors considered in the tradeoff decision, Technical, which includes the technical acceptability rating and technical capability rating, is considered significantly more important than Price. Within the Technical factor, the two (2) subfactors are equal in importance. If used, the tradeoff will occur between Technical Subfactor 2 and Price. Offerors must submit questions or concerns in writing via e-mail to the Procuring Contracting Officer (PCO) and Contract Specialist (CS) indicated in the RFP no later than 12:00 PM EST on 21 Aug 2019. Questions submitted after this date may not be answered. A question and answer (Q&A) document will be posted in the same location as this Combined Synopsis/Solicitation notice within a few days of the question due date listed herein for all potential Offerors to view. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.
