Industry Day Briefing I. Background: The Missile Defense Agency (MDA) continues to develop, procure, and sustain the Terminal High Altitude Area Defense (THAAD) Weapon System for the U.S. Army. Under separate Foreign Military Sales contracts, MDA is delivering THAAD Weapon Systems to Foreign Military Sales customers. The THAAD mission provides protection against short- and medium-range ballistic missiles using Hit-to-Kill technology in the endoatmosphere and exoatmosphere. A THAAD overview is publicly available at: http://www.mda.mil/system/thaad.html. II. Overview: The THAAD Project Office has conducted market research to determine industry capability to provide Life Cycle Product Support for the fielded THAAD Weapon System. This included depot and field maintenance of the THAAD Launcher, THAAD Fire Control and Communications, the Interceptor, and Peculiar Support Equipment. The THAAD Project Office's intent is to compete specific Product Support activities as a Small Business set-aside; currently contracted with Prime Lockheed Martin. These set-aside activities are planned to be awarded in 3QFY20 to include the following logistics functions: a Contract Logistics Support Manager, Contractor Maintenance Support, Augmentation Team, Supply Chain Management, and Maintenance Support to the THAAD Instructional Division. The THAAD Project Office is planning on conducting an Industry Day after the Draft RFP is released at the end of August 2019 timeframe and then another one after the Final RFP is released at the end of October 2019. III. Industry Day Info (Subject to Change): A. Event: Industry Day #1 (Secret) B. Purpose: Review Draft RFP and gain industry feedback on the Statement of Work, and Sections L and M of the solicitation. C. Location: Von Braun Complex (Building 5224) Redstone Arsenal, AL D. To be fair to all parties and due to space availability, industry participation is limited to five (5) personnel per company. The deadline for each company to submit a list of attending personnel (rank order with titles) is 12:00pm CST on August 12, 2019 to mdatps@mda.mil. B. One-on-One Sessions (limited availability): For companies that plan to propose as the Prime Contractor on this effort, the THAAD Project Office would be interested in gaining industry feedback during the one-on-one sessions. The following are potential questions: Based on your understanding and expertise: 1. What recommendations do you have to make the Statement of Work better? 2. What recommendations do you have to make the Section M better? 3. What recommendations do you have to make the Section L better? 4. Additional Info: Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this announcement or for attendance to any Industry Day. This announcement is for information planning purposes only and it is not to be construed as a commitment by the Government for any actual procurement of services. This announcement does not constitute a solicitation or a promise of a solicitation in the future. This announcement does not commit the Government to contract for any supply or services. Electronic devices, such as cell phones, laptops, fitbits, etc., will not be allowed at MDA facilities. All visitors and property are subject to search. Question forms will be available at the venue during the Industry Day Event. Only written questions will be acknowledged during the event, which the Government will attempt to answer, if possible, as part of the Question and Answer Session on Day 1. Post Industry Follow-up: MDA reserves the right to request follow-up information from respondents as needed. The purpose of these follow-up questions and discussions is for MDA to improve the documentation needed for the Product Support solicitation. Information received from follow-up questions and presentations will be handled in accordance with FAR Part 15.201. Further participation in the THAAD communications with Industry is strictly voluntary with no costs incurred or obligations made on behalf of MDA. F. Visit Access Request (VAR): All non-MDA visitors must be badged in order to have access to Von Braun Complex (MDA) Redstone Arsenal locations. To receive a non-Escort Visitors Badge, all non-MDA visitors must have a Visitor Access Request (VAR/VAL) on file in the MDA Visitor Database, Diamond II, indicating the visitor has at least a US SECRET or INTERIM SECRET level or higher security clearance. Only those members that have a VAR on file will be allowed to attend the session. VARs must be submitted by August 12, 2019 to ensure no last-minute access problems to the event. All MDA and non-MDA VARs are sent by the company or organization requesting their assigned personnel (listed individually by name) admittance to MDA or other non-MDA areas controlled by MDA SOC/HSV for the purpose of discussing information, or for entrance to a controlled area in which a security clearance is required. Three options will be provided and give the opportunity to: (1) check the status of a VAR submitted 3 or more business days ago, (2) check the status of a VAR submitted within 3 business days, or (3) leave a voicemail for a return call regarding any other requests. The MDA SOC will also receive emergency VARs by telephone. (Only congressional staff members, visitors for the Director or an individual recognized by SOC will warrant emergency consideration). An emergency is not the lack of planning for a routine meeting or visit. Though receipt of a VAR through any of these media is recognized as sufficient for granting immediate access, a VAR transmitted via a telephonic request must be followed up by a VAR in hardcopy form (FAX or e-mail). The hardcopy must have a signature from the visitor's Security Manager or Security Manager's authorized representative. The visit authorization is not considered official until the hardcopy version of the VAR is on file. (NOTE: A faxed VAR is considered hardcopy if it has the appropriate signatures on it). All VARs/VALs must include at least the following information: a. Name and address of the organization transmitting the VAR. b. Name of the organization to which the individual(s) on the VAR is visiting: MDA/THAAD c. First Name, Last Name, SSN, Date-of Birth, Place-of-Birth, and Citizenship of each individual listed on the VAR (name as shown on Government Issued ID). d. Clearance Level (collateral clearance) of each individual listed on the VAR. e. Organization granting the clearance and the most recent background/suitability investigation for the clearance was satisfactorily completed. f. Dates of visit: August 27-28, 2019. g.
