Description
The Department of Veterans Affairs, Network Contracting Office 10, 24 Frank Lloyd Wright Drive, Lobby M, Suite 2200, Ann Arbor, MI 48105, intends to solicit offers for Checkpoint Sensor Monitor, Maintenance and Support of the Checkpoint System, with all labor, materials, equipment, supervision, and all necessary resources to meet the requirements below. The Checkpoint Sensor Monitor, Maintenance and Support of the Checkpoint System shall be performed at VA Ann Arbor Healthcare System locations listed below. Contractors that can provide this requirement and meets the requirements below are requested to send their 1. Company Name, 2. DUNS number, 3. Business size under NAICS 811219 and 4. If the item(s) are available on an FSS contract or not and the FSS contract number if it is available on contract, 5. Notification if they are a VETBIZ registered VOSB/SDVOSB, SMALL BUSINESS, WOMEN OWNED SMALL BUSINESS, COMPETETIVE 8 (a), or not. 52.219-14 Limitations on Subcontracting. Services, At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. Contractors shall show proof of authorization from Medical Resources for authorization to provide Checkpoint Sensor Monitor, Maintenance and Support of the Checkpoint System The Medical Resources Checkpoint System is currently installed and in use at the VA Ann Arbor Healthcare System locations listed below. This is not a solicitation. This is a Request for Information, Sources Sought. This Sources Sought will close on 9/6/2019 at 3:00 PM EST. Please e-mail all responses to Thomas.Auten@va.gov. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT Medical Resources (CheckPoint System) SCOPE OF WORK: The Contractor shall provide support and maintenance services for the Ann Arbor VA Medical Center Checkpoint System Sensors. This procurement will be a service contract that will include the Ann Arbor VA Medical Center and all outlying CBOC s and buildings that use the Checkpoint System. Ann Arbor VA Medical Center 2215 Fuller Road Ann Arbor, MI 48105 Flint CBOC 2360 South Linden Road Flint, MI 48532 Green Road Clinic 2500 Green Road Suite 200 Ann Arbor, MI 48105 Jackson CBOC 4328 Page Avenue Michigan Center, MI 49254 Packard CBOC 3800 Packard Road Ann Arbor, MI 48108 Toledo CBOC 1200 S Detroit Ave Toledo, MI 43614 The contract will cover all annual support that covers the entire system existing of (414) TEMP 150 sensors units. The contract will include lab recalibrated probe exchanges for (62) TEMP 140 sensors, (15) TEMP 141 sensors, (1) TEMP 121 sensors and TEMPTRAIN recalibration labor service for the main facility including all travel time and expenses with existing CBOC facilities to be handled via UPS. The Ann Arbor VA Medical Center is seeking one (1) base year with four (4) option years for this service. The Contract will include the following services: Extended Hardware and Software Warranty The extended hardware warranty covers all hardware components sensors, repeaters and ether-bases, all except for consumables such as batteries, etc. The extended warranty and support agreement provides replacement hardware at no charge in exchange for non-working hardware units from normal usage. The extended software warranty covers all proprietary software components, and ensures that they perform in substantial compliance with the documentation. Software updates installed by us are also covered under the extended warranty. Software Support The on-going software support covers any part of the system not covered under the Hardware Warranty. The support technicians take advantage of VPN access to quickly answer any software questions or configuration questions that may arise. Unlimited support via telephone and web. The contractor will make any desired configuration changes requested. Software Updates The software system is under constant development. Automatic updates for new software enhancements as they become available. Unlimited Web Training The contractor will provide training to new personnel, as a refresher to existing personnel, and to those who may have missed on-site training. The contractor will provide training at most any time with a live instructor using web conference software. The contractor will supply basic user and administrator training videos available for use by your personnel at no charge. System Monitoring - 24/7/365 The contractor will install monitoring software on their server computer that sends a system status message every half hour around the clock, 7 days a week, 365 days a year. If the message indicates there is a problem with the system or if the message is not received, a technician will be notified within an hour. The technicians then use VPN access to quickly diagnose and address the issue. Using our Server Monitoring System to diagnose and correct problems. Monthly Flash Reports The contractor will supply a Monthly Flash Report that is provided to top level facility leadership summarizing how appropriately the system is being used the facility. This single report is intended to allow facility leadership to easily assess and monitor the facility s ongoing temperature monitoring and temperature management activities and outcomes, and to provide the basis for corrective action when appropriate. Performance Analysis and Remote Troubleshooting The contractor will make every effort to install the Medical Center or CBOC s system in such a way that you will not have any communication issues or other performance issues which will include performance analysis and active system troubleshooting methods. Periodic software/hardware diagnostic tests will occur via approved VPN access, with qualitative report upon request. The periodic evaluation of the quality of communication in each link of the communication chain for each hardware component (ie, sensor to repeater, repeater to repeater, sensor to base and repeater to base) for all equipment via One-VA VPN access, with qualitative report upon request. CONFORMANCE STANDARDS: All services provided under this contract must be performed in conformance with the Federal regulations and AAVA policies and requirements. PREVENTIVE MAINTENANCE: All preventive maintenance will be done by the contractor through warranty on all parts and labor. REPORTING REQUIREMENTS: The Contractor shall be required to report to the Electrician/HVAC Section Office at the Ann Arbor VA Medical Center to log in during normal working hours. This check in is mandatory. When the service is complete, the Contractor shall document services rendered on a legible field service report. The Contractor shall log out at the Electrician/HVAC Section Office and submit the field service report to the Contracting Officer Technical Representative for a signature, during normal working hours. If the Contracting Officer Technical Representative is unavailable, a signed authorized copy of the field service report shall be sent to the Contractor after the work has been reviewed. SAFETY REQUIREMENTS: In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer shall notify the Contractor of any safety issues and the action necessary to correct these issues. Such notice, when served on the Contractor or his representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work, and hold the Contractor in default.
