- The US Forest Service intends to negotiate a sole source contract with Atwell Enterprise Inc. to bring the Wood Education Resource Center rough mill system into operating condition with respect to both mechanical systems and electronic controls. The system has not operated in more than 8 years. The location of the project is USDA Forest Service Wood Education Resource Center, 301 Hardwood Lane, Princeton, WV 27604. Work to start in early October 2019. The rough mill consists of six (6) components parts a. Lumber in-feed system b. Mereen Johnson Gang Rip c. BMI Compu-Rip d. Yates American Planer e. Control panel with laser scanners f. Lumber outfeed and wood hog Task to be completed includes: 1. Determine the condition of each piece of equipment make repairs to bring the system into working condition. This will include: motors, amps, conversion board motor couplings, motor mount blocks, adapter flange for fence motor, etc. 2. Put the laser scanning system into working order so that identified lumber defects can be removed during the processing of converting rough lumber into dimension stock. 3. Review control panel functions and component parts and service/replace components as needed. This may require a control panel upgrade that includes: I/O cables, encoder cables, motor power cables, fuse holder, and interior wiring. 4. Evaluate the Compu-Rip software and make necessary updates to convert from the DOS to Windows environment. 5. Test the operation of the systems to ensure all component are working as needed 6. Test the operation of the lumber outfeed and wood hog. 7. Provide a summary of the work completed on each system component. 8. Provide a Preventative Maintenance schedule for the system. This notice of intent is not a request for competitive proposals. No solicitations documents are available. Any responsible source who believes it is capable of meeting the requirements may submit a capability statement. This information will be reviewed by the Government technical representative for consideration for future requirements. Information must be sent to the Contracting Officer, USDA Forest Service, 1992 Folwell Ave, Saint Paul, MN 55108 or via e-mail to mikeash@fs.fed.us, no later than 11:00 am Central Time, September 19, 2019. Interested contractors must have an active registration in System for Award Management SAM (www.sam.gov) Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Forest Service will proceed with the sole source negotiation with Atwell Enterprise Inc.
