- Attachment 2: Experience Questionnaire Attachment 1 Questionnaire This is a Sources Sought Notice. This does NOT constitute a Request for Proposal, Request for Quote or Invitation for Bid. The intent of this synopsis is to identify potential Section 8(a) Small Business Concerns, Historically Underutilized Business Zone (HUBZone) Small Business Concerns, Woman-Owned Small Business Concerns (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB) concerns and Small Business Concerns (SBC). NAVFAC Pacific will use the responses to this Sources Sought to make the appropriate acquisition decision for the planned procurement. This is not an announcement of the availability of a solicitation nor is it a means of generating a plan-holders list. After review of the responses to this notice, a pre-solicitation announcement will be published on the Federal Business Opportunities (FedBizOps) website if the Government intends to proceed with this procurement. Firms responding to this notice shall identify which small business program(s), as specified above, they represent. The North American Industry Classification System (NAICS) Code is 236220, Average Annual Receipts for the past three years--$36.5 MIL. The estimated cost is between $10,000,000 and $25,000,000. The project is for construction of a low-rise ordnance operations and administrative facility with reinforced concrete is support of the United States Marine Corps ordnance operations within the Munitions Ordnance Area at Naval Support Activity Andersen Air Force Base. In general the project includes, but is not limited to the following: (a) Special construction features consist of a radon mitigation system; (b) This project will provide Anti-Terrorism/Force Protection (AT/FP) features and comply with AT/FP regulations, physical security mitigation in accordance with DoD Minimum Anti-Terrorism Standards for Buildings; (c) The site preparation includes site clearing and grubbing, green waste recycling and management and earthwork. Special foundation features consists of probing and grouting. Paving and site improvements consists of pavement of roads, driveways and parking for private vehicles and government vehicles with curbs and gutters; concrete for sidewalks and ramps, 340 meter chain link security fence 1.83 meters high, CMU block walls for trash and mechanical enclosure, signage, and landscaping; (d) Electronic utilities include primary and secondary electrical distributions systems, transforms and telecommunications distribution system; (e) Mechanical utilities include water distribution system (fire protection and potable), sanitary sewer, and storm water drainage systems. The ground improvement will include a septic tank and infiltration basin drainage system consistent with the Guam Master Plan, Low Impact Development (LID), and the storm water pollution prevention plan; (f) Environmental mitigation includes natural and cultural resource mitigation to include direct and programmatic mitigations required by the record of decision, biological opinion and programmatic agreement, unexploded ordnance, munitions, and explosives of concern. LID features include underground infiltration basin and pollution removal devices; (g) Facilities will be designed to meet or exceed the useful life specified in DoD Unified Facility Criteria. The facility will be designed to accommodate potential future expansion without exceeding current USMS requirements. Facilities will incorporate features that provide the lowest practical life cycle cost solutions satisfying the facility requirements with the goal of maximizing energy efficiency. The Government will evaluate responses based upon small business programs representation, experience, past performance, and bonding capacity. Use the attached forms: Sources Sought Questionnaire form (Attachment (1)) and Experience Questionnaire form (Attachment (2)). The Experience Questionnaire information shall support that you have completed a project of this magnitude. Provide evidence (e.g., letter from corporate surety) of the ability to obtain the required bonding. Firms having the capability to perform this work are invited to submit qualifications information, limited to thirty (30) pages (8 1/2" x 11", duplex) by 2:00 p.m. HST on September 18, 2019. The Government will not provide a debriefing on the results of this notice. All information will be held in a confidential manner and will only be used for the purposes intended. Information received after the specified date and time will not be considered.
