- The Department of the Treasury, Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF), intends to make an award on a sole source basis to FM Talent, 912 Thayer Ave Ste 300A, Silver Spring, MD 20910-5710 for a Writer/Editor pursuant to FAR Part 6.302-1. FM Talent provides services that are considered to be available from only one source for the immediate need. Based on the urgency of the existing needs of this requirement FM Talent has demonstrated that they know this is a key component of the Agency's strategic vision for a focused message, impactful storytelling and consistent branding. None of this would be possible without a writer/editor that not only knows and understands USADF, its brand and stakeholder needs but have acumen and experience in the business of web design and communications to position USADF to positively impact the lives of thousands of communities in Africa. Fiscal Service will consider written responses received no later than 12:00 p.m. ET on Wednesday September 11, 2019. Responses must include sufficient evidence that clearly shows the vendor is capable of providing a writer/editro with the above abilities. If no written response is received then Fiscal Service shall proceed with an award on a sole source basis to FM Talent. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Interested vendors shall provide the following: 1. The name and location of your company, contact information, DUNS number, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 561410, size standard $16.5 million. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. Complete details of your company's services that clearly and sufficiently demonstrates that it is an equivalent service with the same immediate impact to the one stated above without pricing at this time. Responses to this request shall be submitted on or before 12:00 p.m. ET on September 11rd, 2019 by email to purchasing@fiscal.treasury.gov, Attn: JNYQUIST/DH. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for award All responding vendors are advised that responses to this notice, in and of themselves, will not be considered for contract award. In the event that a resultant solicitation would ensue, interested parties would be required to respond separately and formally in order to be considered for contract award. A determination not to compete the proposed acquisition based upon responses to this special notice would be at the sole discretion of the Government.
