- AMENDMENT I - The purpose of amendment I is to address questions posed by industry. Question I: The required force range stated within "Physical Performance Specifications" states 0.1mN to 2N, which is different from the other two force ranges stated in the statement of requirements under spefcifications. Response: The 0.1 to 5.0 mN and 0.1 to 2000 mN were examples of the types of forces we're seeking (note the word typically, and the e.g., (for example) that precedes the specs). As to the actual performance spec, we've allowed a very generous minimum/maximum force range (< 10 mN to ≥ 10 N). The killer spec here is the instrumented force/displacement data. We'll consider the instrument that gives us the optimum force range that meets (or exceeds) those specs. Question II: The Scratch test capability is not required, however consideration is given if provided. COMBINED SYNOPSIS/SOLICITATION 1333ND19QNB640664 Precision Instrument Hardness Test System (PIHTS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13.5 Simplified Acquisition Procedures. The solicitation is a Request for Quotations (RFQ) for a Precision Instrument Hardness Test System (PIHTS). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular (FAC) 2019-05 effective 08/13/2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 1000 employees. This acquisition is being procured using Full and Open (unrestricted) competition. The Material Science and Engineering Division (MSED) develops new and improved models, test methods and standards to facilitate accurate measurement of the microstructural and mechanical properties of additive manufactured (AM) materials, such as high strength steel and high temperature alloys. The divisions research includes evaluating the behavior of AM materials under a wide range of conditions to determine system performance within and outside design limits and to generate and disseminate reliable thermodynamic and mechanical property data. The goal of this research is to develop measurement science methods and data that prove to be of significant value to industry. The AM process is known to create structures with considerable variations in the local composition, which are known to affect the macroscopic mechanical properties. Determining how properties, such as the yield stress and work hardening rate change after heat treatment, provides valuable insight into the efficacy of a particular post-process heat treatment protocol.
