- Notice of Intent to Sole Source - Systematic Review and Meta-Analysis Training The Food and Drug Administration (FDA) intends to award a Sole Source firm-fixed price purchase order to Iowa State University, 1809 S. Riverside Drive, Ames, Iowa 50011, in accordance with the authority under FAR Part 13.501(a). This procurement is being conducted under simplified acquisition procedures in accordance with FAR Parts 12 and 13, including subpart 13.5. The NAICS code is 611430 - Professional and Management Development Training. The Food and Drug Administration (FDA), Center for Food Safety and Applied Nutrition (CFSAN), Office of Applied Research and Safety Assessment (OARSA) intends to work with Iowa State University to provide systematic review and meta-analysis training to support the CFSAN, OARSA strategic plan and research direction. Iowa State University, in cooperation with The University of Guelph and York Health Economic Consortium is the leading international expert in systematic reviews and evidenced-based medicine. They have trained the entire European Food Safety Authority on the use of systematic reviews and scoping exercises in evaluating food safety risk and in identifying risk assessments. It is important FDA receive the same training as our European counterparts. Iowa State University's background and knowledge in systematic reviews and meta-analysis are superior and their trained staff are experts in the field of systematic review and meta-analysis. In addition, OARSA has previously taken classes with Iowa State, and this training will build off of the prior year's training, which was for systemic reviews, methodology and scoping exercises, to continue learning with updated techniques. This notice is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response, i.e. capability statement, which clearly supports and demonstrates its ability to perform the requirements. Any response shall be received by the response date and time of this notice. Any response shall undergo review to determine if it can meet the requirements. A determination by the Government not to compete this proposed requirement based upon a response to this notice is solely within the discretion of the Government.
