OPT 3 MS 03 SEPTEMBER 2019 THIS IS THE MILITARY SEALIFT COMMAND NORFOLK, STRATEGIC SEALIFT PROGRAM SUPPORT OFFICE, N103 MARKET SURVEY NO. N32205-MS-PM4-19-028 SUBJECT: SAN DIEGO CALL OUT TUG REQUIREMENT THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. THE PURPOSE OF THIS SURVEY IS TO REVIEW MARKET PRICES FOR THE EXERCISE OF AN OPTION PERIOD UNDER AN EXISTING CONTRACT. 1. THE MILITARY SEALIFT COMMAND, SPECIAL MISSIONS PROGRAM OFFICE, CODE PM4, REQUEST THE FOLLOWING INFORMATION TO DETERMINE WHETER AN OPTION ON AN EXISTING CONTRACT WILL BE EXCERCISED. SPECIFICS ARE AS FOLLOWS: 2. THE MILITARY SEALIFT COMMAND (MSC) REQUEST TWO U.S. FLAG TUGS TO PROVIDE HARBOR SUPPORT, SHIP HANDLING AND PERSONNEL TRANSFER SERVICES FOR THE REGION OF SAN DIEGO, CA HARBOR AREAS AND SURROUNDING WATERS. THIS CONTRACT IS FOR ALL TUG REQUIRMENTS OF THE REQUIRED SHAFT HORSEPOWER (SHP)N OR BOLLARD PULL THAT CANNOT BE SATISFIED WITH GOVERNMENT OWNED, CONTROLLED OR TIME-CHATERED TUGS (BOTH CURRENT AND FOLLOW-ON CONTRACTS WITH ESSENTIALLY THE SAME TERMS). THE FOLLOWING LIST, IS NOT ALL-INCLUSIVE IN NEITHER SCOPE NOR DESCRIPTION, IS ILLUSTRATIVE OF THE SERVICES TO BE PERFORMED: a) TOWING, TWISTING, MOORING, BERTHING, DOCKING, STREAMING, SHIFTING, ASSISTING, PULLING, AND ESCORTING VARIOUS VESSELS TYPES, BARGES, SUBMARINES, CRAFTS, HULLS, SLEDS, DERRICKS, LIGHTERS, AND OTHER OBJECTS OF WHATSOEVER NATURE INCLUDING ANYTHING CARRIED THERON. GOVERNMENT RESERVES THE RIGHT TO USE GOVERNMENT-OWNED, CONTROLLED, OR CHARTERED TUS OR VESSELS SEPARATELY OR JOINTLY WITH OWNER'S TUGS IN THE PERFORMANCE OF ANY SERVICES LISTED IN THIS CONTRACT. b) TRANFERS OF PILOTS AND GOVERNMENT PERSONNEL BY TUG. c) TUG EMERGENCY SUPPORT SERVICES, INCLUDING RESPONSES TO WEATHER CONDITIONS, THREATENING VESSELS, PIERS, DRY-DOCKS, OR SHORE FACILITIES; SHIPBOARD FIRES; VESSELS AGROUND; VESSEL EQUIPMENT FAILURES; DOWNED AIRCRAFT; OIL SPILLS; MISSIONS OF MERCY; COLLISIONS; AMMUNITION MISHAPS; SEARCH-AND-RESCUE OPERATIONS; SHIPBOARD CASUALTY; AND NATIONAL DEFENSE EMERGENCY. d) LINE HANLING e) PROVIDING PERSONNEL (OTHER THAN A RIDING CREW) TO GO ABOARD A TOW. f) OWNER'S REPRESENTATIVE SHALL PROVIDE ADEQUATE STAFF AND COMMUNICATIONS TO PROMPTLY RESPOND TO GOVERNMENT'S REQUEST FOR SERVICES UNDER THIS CONTRACT ON A 24-HOUR BASIS. PERIODS OF PERFORMANCE PERIOD NAME DURATION COMMENCEMENT DATE END DATE OPTION THREE 366 DAYS 1 OCTOBER 2019 30 SEPTEMBER 2020 AVAILABILITY: THE TUGS WILL BE AVAILABLE 24 HRS/DAY, SEVEN DAYS/WEEK, AND 365 DAYS PER YEAR. THE TUG SHALL BE FULLY CREWED AND READY FOR SERVICE WITHIN THE SPECIFIED NOTICE TIME. NOTIFICATIONS TIMES: WHEN TUG SERVICE IS REQUESTED, SERVICE SHALL BE PROVIDED WITHIN THE TIME SPECIFIED IN THE "REQUIRED RESPONSE" BOXES, BELOW: TIME REQUIRED NOTIFICATION STRAIGHT TIME: A 12-HOUR PERIOD BETWEEN 0500 -1700 HOURS LOCAL TIME, MONDAY THROUGH FRIDAY, EXCEPT WEEKENDS AND FEDERAL HOLIDAYS. 12 HOURS OVERTIME: ALL HOURS NOT COVERED BY STRAIGHT TIME AND ALL WEEKENDS AND FEDERAL HOLIDAYS. 12 HOURS SCHEDULE OF ESTIMATES: THE FOLLOWING ESTIMATES ARE NOT A GUARANTEE OF WORK. THIS INFORMATION IS PROVIDED FOR ESTIMATION PURPOSES ONLY. ANY DIFFERENCE IN THE ACTUAL NUMBERS OR WORKLOAD EXPERIENCED SHALL NOT FORM THE BASIS FOR ANY CLAIM OR EQUITABLE ADJUSTMENT. THE ACTUAL WORK MAY VARY CONSIDERABLY FROM THE SCHEDULE OF ESTIMATES CONTAINED HEREIN. A TYPICAL CALL OUT IS APPROXIMATELY TWO HOURS. EACH CALL OUT TYPICALLY REQUIRES TWO TUGS. 3. LAYDAY 01 OCTOBER 2019 (OPTION THREE) 4. DELIVERY SAN DIEGO, CA AND SURROUNDING WATERS. 5. CHARTER PERIOD ONE OPTION PERIOD FOR A TOTAL OF 12 MONTHS. 6. THE VESSEL SHALL HAVE THE FOLLOWING MINIMUM CHARACTERISTICS: CHARACTERISTIC MINIMUM CHARACTERISTIC MINIMUM FLAG USA SURFACE FENDERING NON-MARKING FENDERING, CLEAN AND SUFFICIENT TO PREVENT METAL-TO-METAL CONTACT WITH SURFACE. PROPULSION TYPE TWIN SCREW OR BETTER CAPSTANS/WINCHES SUFFICIENT FOR SERVICES PERFORMED UNDER THIS CONTRACT WITH MINIMUM SAFE WORKING LOADS OF 7,000 LBS SHAFT HORSEPOWER 3000 SHP COMMUNICATION EQUIPMENT MINIMUM REQUIRED BY THE US COAST GUARD FOR INTERNATIONAL WATERS. LINES LINES AND WIRES, AND ASSOCIATED EQUIPMENT SUFFICIENT TO SAFELY AND EFFICIENTLY PERFORM THE SERVICES UNDER THIS CONTRACT NAVIGATION EQUIPMENT MINIMUM REQUIRED BY THE US COAST GUARD TO SUPPORT SAFE NAVIGATION IN REDUCED VISIBILITY. 6. PROPOSED PRICING: TUG #1 Option Three TUG SERVICE RATE $ HOURLY RATE $ OVERTIME $ TUG #2 TUG SERVICE RATE $ HOURLY RATE $ OVERTIME $ (a) TUG SERVICE RATE: THIS RATE GIVES AN HOURLY RATE FOR THE PROVISION OF ANY TYPE OF WORK THAT THE TUG CAN PERFORM AND THAT IS CONTEMPLATED BY THIS CONTRACT. THIS HOURLY RATE INCLUDES ALL OF THE FOLLOWING ITEMS: OVERTIME (INCLUDING BUT NOT LIMITED TO CREW OVERTIME/PENALTY TIME) UNLESS A SEPARATE OVERTIME RATE IS OFFERED; PENALTY TIME; FUEL COSTS; BONUSES; PAYMENTS; EMOLUMENTS PAYABLE TO THE MASTER, OFFICERS AND CREW FOR SERVICES UNDER THIS CONTRACT; THE COST, IF ANY, OF TRANSIT TO AND FROM THE LOCATION; AND ANY OTHER COSTS INCURRED IN RESPONDING TO THE GOVERNMENT'S ORDER. THE TUG SERVICE RATE SHALL BE EARNED FOR THE FIRST HOUR OF SERVICE, SUCH SERVICE TO BE CALCULATED FROM THE DATE AND TIME THE TUG REPORTS IN ALL ASPECTS READY TO PERFORM AT THE LOCATION, TIME AND DATE (BUT NO EARLIER THAN THE DATE AND TIME SPECIFIED IN THE ORDER, UNLESS AGREED UPON BY THE GOVERNMENT) SPECIFIED IN THE GOVERNMENT ORDER. CONSECUTIVE WORK SHALL NOT INCUR MORE THAN ONE SERVICE RATE CHARGE UNLESS THE TUG IS RELEASED FROM GOVERNMENT CONTROL BETWEEN WORK. (b) HOURLY RATE: EACH JOB SHALL EARN THE HOURLY RATE, PRO-RATED TO THE NEAREST QUARTER HOUR, AFTER COMPLETION OF THE FIRST HOUR OF SERVICE. THE HOURLY RATE WILL CONTINUE TO BE EARNED UNTIL THE GOVERNMENT DISMISSES THE TUG. (c) CANCELLED ORDERS: ORDERS CANCELLED WITHIN 12 HOURS AFTER RELEASE OF DELIVERY ORDER WILL INCUR NO CHARGE. ORDERS CANCELLED 12 HOURS OR MORE AFTER RELEASE OF THE DELIVERY ORDER WILL INCUR A CHARGE EQUAL TO THE CANCELLED ORDER CHARGE. (d) OVERTIME: IF OFFERED, THIS HOURLY RATE SHALL BE ADDED TO THE HOURLY RATE FOR ANY WORK PERFORMED DURING OVERTIME HOURS, AS DEFINED IN THIS CONTRACT. IF OFFERED, IT SHALL ALSO BE ADDED TO THE TUG SERVICE RATE IF THE FIRST HOUR OF SERVICE COVERED BY THE TUG SERVICE RATE STARTS OR ENDS IN OVERTIME. THIS RATE SHALL BE PRO-RATED TO THE NEAREST QUARTER HOUR. 7. INTERESTED PARTIES SHALL FURNISH THE FOLLOWING MINIMUM INFORMATION: a) NAME OF COMPANY; POINT OF CONTACT, TELEPHONE NUMBER, FAX NUMBER, ADDRESS, AND E- MAIL ADDRESS. b) BUSINESS SIZE STATUS AND DEMONSTRATE HOW THE COMPANY WILL PERFORM AT MINIMUM 51% OF THE REQUIREMENT. c) BRIEF SUMMARY OF COMPANY HISTORY RELATIVE TO SIMILAR REQUIREMENTS. d) AFFIRM THE COMPANY IS FINANCIALLY CAPABLE OF MEETING THE REQUIREMENT. e) COMPLETE PROPOSED RATES TABLE SHOWN ABOVE WITH ESTIMATED PRICES. f) ANY PERTINENT QUESTIONS/CONCERNS. 8.
