One award is anticipated. The Government shall make an award to the responsible offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the best value to the government, cost or price and other factors considered. The Government intends to issue the solicitation on or about December 5, 2019 via ProjNet. The offeror would need to obtain a ProjNet account. The instructions for obtaining ProjNet account are attached. The RFP will be accessible only through ProjNet. Please limit the people applying for ProjNet account to one person per company. The site visits to U.S. Embassy Beijing, China; USNATO Brussels, Belgium; U.S. Embassy Moscow, Russia will be offered after January 7, 2020. All site visit participants must have final Secret or Top Secret clearances. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Offerors shall check FEDBIZOPPS.gov daily to keep abreast of all updates (amendments) concerning this requirement. No individual notices will be provided. A separate notice will be issued on FedBizOpps when the RFP is ready for viewing in ProjNet. To visit USNATO Brussels, Belgium headquarters, US contractor must follow the attached international visit requirements information.
