Attachment VI_ Ktr Performance Assessment Qs Attachment V_Past Performance Consent Form Attachment IV_Wage Determination Attachment III_OSP Attachment II_Energy QAPs Attachment I_PWS SPE603-19-R-0514_RFP The Defense Logistics Agency (DLA) Energy-FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) is procuring a Contractor Owned Contractor Operated (COCO) storage service and facilities with capability to receive, store protect, and issue one grade of U.S. government owned product in the Houston, Texas / Galveston Bay area. The tanks offered for storage must have adequate combined safe fill capacity to store 70, 000 barrels of the government petroleum product. The contract will receive, store, and ship government-owned Jet Propellant Thermally Stable (JPTS) MIL-DTL-25524 (current version). This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $27.5 million dollars. The Government anticipates awarding a firm fixed-price contract with a four-year base period of performance beginning on January 1, 2020 through December 31, 2023 and one five-year options from January 1, 2024 through December 31, 2028. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). The solicitation will be issued on or about September 4, 2019 and the Request for Proposal (RFP) closing date will be on or about October 8, 2019. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF). A Sources Sought Notice was previously issued for this requirement under SPE603-19-R-5X08 on www.fbo.gov
