NARA TERMS AND CONDITIONS Statement of Work National Archives and Records Administration (NARA) DESVRIPTION: Install, Repair/Reinforce and/or Replace 1,650 Steel Shelves. This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is 88310319Q00163 and is issued as a Request for Quotation (RFQ). This request does not commit the Government to pay any cost incurred in the preparation or the submission of this proposal or to contract for supplies or services. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99 effective July 16, 2018. This requirement is under NAICS code 238390, Other Building Finishing Contractors. The National Archives and Records Administration (NARA) requires all supplies and services necessary to install, repair/reinforce and/or replace 1,650 steel shelves at the Federal Record Center at Townsend Road facility in Philadelphia, PA., as outline in Attachment I "Statement of Work". All qualified responsible business sources may submit a quote which will be considered by the agency. This will be a firm fixed price contract for all supplies and services necessary as stated in the Statement of Work. Statement of Work see Attachment 1 NARA Terms and Conditions see Attachment 2 The following clauses and provisions are incorporated and are to remain in full force in any resultant fixed price contract and associated delivery order: FAR 52.212-1, Instructions to Offerors-Commercial Items (Sept 2018) Delete Paragraph h, Multiple Awards; EVALUATION - The Government reserves the right to award without discussions. Award will be made to the offeror whose proposal in response to the RFQ will be most advantageous to the Government. Best value for this award will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the fixed price for each Contract Line Item Number (CLIN) will be determined by multiplying the fixed unit price by the maximum quantity of units, and the total fixed price will be determined by summing the fixed price of all CLINs. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Sept 2018) - offerors shall complete only paragraph (b) of this provision if the vendor has completed the annual representations and certificates electronically at http://www.acquisition.gov. If an offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (o) of this provision--a copy of the provisions can be found at http://www.arnet.gov/far/; FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Jan 2017); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Sept 2018).
