Description
USGS ESC site acquisition services. Technical assistance/site acquisition support (land-owner coordination, access agreements, permitting, etc.) for seismic monitoring network sites. The U.S. Geological Survey (USGS), Earthquake Science Center (ESC), has a requirement for site acquisition services in support of the Southern California Seismic Network (SCSN). There are 36 new seismic monitoring sites where instrumentation is desired to be placed to broaden SCSN's coverage and to support the USGS's Earthquake Early Warning (EEW) network build-out. Site acquisition services will be required in support if this effort, to include activities related to site identification and acquisition, zoning, permitting, right of way procurement, leasing, authorization to proceed, etc. There are 36 new sites where acquisition support, initial access agreements, and permitting work would be required. In addition, there are a number of existing sites (approximately 200) many of which require permit renewals, access agreement updates, and similar "updates" to the site documentation. USGS is contemplating a single, time-and-materials contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12 (acquisition of commercial items) and Subpart 13 (simplified procedures for certain commercial items). Frequent travel may be required; travel expenses will be reimbursable through the contract. The period of performance will be for one year (with option for second year). The contractor will be expected to work in collaboration with USGS ESC program management so that site acquisition efforts are efficient and proceed in concert with the overall EEW build-out plan. The contractor will be will be required to submit monthly reports in addition to other contract deliverables. This action is a 100% set-aside for small business concerns; the applicable size standard is $15.0M under the NAICS Code of 541690 (Other Technical Consulting Services).
