- N0016419RWP62 - REBUILD OF SINGLE DUTY SWITCH TUBES AND PRODUCTION AND REBUILD OF DOUBLE DUTY SWITCH TUBES - FSC 5960 - NAICS 334419 Issue Date: 04 September 2019 - Closing Date: 19 September 2019 ITEM DESCRIPTION - Naval Surface Warfare Center (NSWC) Crane has a requirement to procure Single Duty (S/D) (P/N 2904186 Model Y633C) and Double Duty (D/D) (P/N 6155763 Model Y633E) Switch (SWT) tube rebuilds and D/D SWT new production for the AN/SPY-1 Radar System and MK99 Fire Control System as part of the AEGIS Weapon System. NSWC Crane Division intends to solicit a single, five-year, Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract for this requirement. The solicitation will request offerors to propose pricing with First Article (FA) units. The solicitation will also state that the FA may be waived for any offeror who has manufactured and/or rebuilt the S/S and D/D SWT. The Government intends to solicit and negotiate this contract on a full and open competition basis in accordance with FAR 6.1. Delivery is required FOB Destination to 300 Highway 361, Crane, IN, 47522. Inspection and Acceptance will be at Destination. All responsible Offerors may submit an offer that will be considered. The Government intends to award this procurement for the rebuild of S/D SWT and production and rebuild of D/D SWT to the responsible Offeror whose offer is the Best Value to the Government, considering Technical, Past Performance, and Price evaluation factors, as described in the solicitation. Offers that are non-compliant with any material requirement of the solicitation may be rejected without further consideration for award. The documents are limited distribution (Distribution D) and will not be made available unless approval is granted. Contractors must be properly registered in the Joint Certification Program (JCP) in order to receive the controlled solicitation attachments. Information about JCP is located at http://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. When the solicitation is available, interested parties will be able to download the solicitation from the FBO website located at http://www.fbo.gov. and may submit a proposal for this procurement which will be considered by the Government. No hard copies of the solicitation will be mailed. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
