- PWS requirement SOURCES SOUGHT NOTICE FOR C-130J MAINTENANCE AND AIRCREW TRAINING SYSTEM (C-130J MATS) INTRODUCTION : Air Force Life Cycle Management Center (AFLCMC), Agile Combat Support (ACS), Simulators Program Office has a requirement for providing instructor training to meet student throughput for the C-130J Maintenance and Aircrew Training System (MATS) and Contractor Logistic Support (CLS) for C-130J MATS for up to six months (01 January 2020 - 30 June 2020) with no initial contract transition time. AFLCMC, ACS, Simulators Program Office intends to exercise a six-month option with the current small business set-aside contractor, CymSTAR LLC, in accordance with (IAW) FAR 52.217-8 Option to Extend Services. The purpose of utilizing the Option to Extend Services clause is to provide for continued, uninterrupted support of the C-130J MATS aircrew training for all C-130J MATS pilot, loadmaster, and flight engineer students without a break in service. Currently, the C-130J MATS program is conducting a small business set aside, Fair Opportunity Selection (FOS), Multiple Award Contract (MAC) Indefinite Delivery/Indefinite Quantity (IDIQ) order that will not be awarded before the existing contract expires. No Solicitation is being issued at this time. This Sources Sought notice is not a request for competitive proposals. All responsible sources may submit a capability statement in response to this notice. The Government will consider any capability statements received by the closing date. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement. This determination is based upon the responses to this notice and is solely within the discretion of the Government. Responses will not be considered as a formal offer to the Government nor result in a binding contract. The Government will not reimburse participants for any expenses associated with participation in this Sources Sought synopsis. This requirement is separate and distinct from the C-130J MATS TSA III production delivery order and C-130J MATS Training Systems Support Services TSA III task order. The period of performance (PoP) is for up to six months (01 January 2020- 30 June 2020) with no initial contract transition time. This period is anticipated to be separated into one month option periods. There is no guarantee that all six-month options (01 January 2020 - 30 June 2020) will be exercised. Performance locations include Little Rock Air Force Base (AFB), AR; Dyess AFB, TX; Kessler AFB, MS; and Ramstein Air Base (AB), Germany, with Yokota AB, Japan to stand-up operations in 2020. Yokota device install begins in August 2019 and will be ready for training by March 2020. INSTRUCTIONS FOR RESPONSES: 1. Please read the Purpose/Description for this effort. 2. Please read the attached draft Performance Work Statements (PWS) to determine if your company has the expertise, capabilities, and experience to perform the requirements anticipated for this extension of services contract within the time frame required for uninterrupted training 3. If, after reviewing, you believe your company can meet the C-130J MATS requirements and schedule, including starting 01 January 2020 with no initial transition period, you may respond to this Sources Sought. Your response should be a clear, concise explanation of how your company can meet the C-130J MATS requirements following the communication instructions below. Your response must include an explanation of how your company can start 01 January 2020 with no initial transition period and fulfill all of the C-130J MATS PWS requirements. PURPOSE/DESCRIPTION: This effort is for Operations and Sustainment (O&S) to include aircrew instruction and CLS for the C-130J MATS for a period of up to six months, in one-month increments. Currently, the C-130J MATS program is conducting a small business set aside, Fair Opportunity Selection, Multiple Award Indefinite Delivery/Indefinite Quantity order that will not be awarded before the existing contract expires. Personnel will require a security clearance at the "SECRET" level. Some of the Training facilities are classified for "SECRET" access. The C-130J MATS program provides support for Air Mobility Command (AMC); the program provides the USAF with a long-term training solution for the C-130J Hercules aircraft. Within the C-130J MATS program, aircrew training and CLS, for AMC only, is under an O&S contract. The AMC training program provides classroom and flight simulator instruction to C-130J pilots, loadmasters, and engine-run technicians based upon the annual requirements as determined by the Program Flying Training (PFT) pipeline (student throughput). The C-130J MATS AMC O&S contractor will provide maintenance and instruction, and is required to be capable of delivering guaranteed students to the operational Air Force Using Commands. The production contractor (currently Lockheed Martin Rotary and Mission Systems (LM RMS)) is providing operations of the Training System Support Centers (TSSC) at Little Rock AFB for support of AMC devices and sites. Certain concurrency upgrades for both aircrew and maintenance devices can also be managed by the TSSC. Similarly, the maintenance training element of the C-130J MATS program provides organizational maintenance training via Air Force-provided academic instruction and contractor provided and maintained maintenance training devices (MTD) sufficient to deliver 3c "go"-level student certification. All information submitted should support the offeror's capability to provide the items/services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered.
