Notice of Intent: NB686080-19-03836 Title: NIST Urgent Repair of MRI Phantom Post Date: 09/05/2019 Close Date: 09/11/2019 Contact: Trish Rose, Contracting Officer (303) 497-3106 or patricia.rose@nist.gov This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to negotiate on a sole source basis and is not a request for competitive quote. Firms who want to challenge the sole source must submit an interest and capabilities letter that demonstrates your firm's ability to provide an equivalent service with the proper qualifications and certifications. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by the time and date stated herein this notice to the contact identified herein. Responses received will be assessed; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to negotiate and award on a sole-source basis under the authority of FAR 13.106-1 (b) with Agilent Technologies, of Wilmington, DE. Sole Source determination is based on the market research that shows only one vendor can provide the required service repair to this critical need that meets all the NIST technical requirements. The NAICS code 334516 - Analytical Laboratory Instrument Manufacturing, and Small Business Size Standard is 1,000 employees. DELIVERABLES: Provide troubleshooting and repair services to the NIST owned Agilent preclinical phantom MRI system with ghosting images and erratic RF outputs. The equipment is a precision imaging system for metrology and biomarker calibration to serve the larger clinical/medical community. As such this imaging system must operate reliably at various conditions (field strength, echo time, flip angle, etc.). Currently the system has an RF instability in one RF channel as well as substantial image blurring at long echo times. This requires troubleshooting and repair to continue NIST work developing standards for the medical imaging community.
