Description
CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 15B60619Q00000002 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-05. The associated North American Industrial Classification System (NAICS) code for this procurement is 311423 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-09-09 16:30:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Los Angeles, CA 90012 The DOJ BOP Field Acquisition Office requires the following items, Meet or Exceed, to the following: LI 001: Beans, Black, Dry, Pounds, Whole, U.S. Grade 1 - 3 50 lb bg, 25, BG; LI 002: Beans, Dry, Pinto, Whole, U.S. Grade 1 - 3 50 lb bags, 30, BG; LI 003: Beans, Dry, Kidney or Red, Whole, U.S. Grade 1 - 3 50 lb bag, 15, BG; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.UnisonMarketplace.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOJ BOP Field Acquisition Office intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOJ BOP Field Acquisition Office is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com. Offerors that are not currently registered to use www.UnisonMarketplace.com should proceed to www.UnisonMarketplace.com to complete their free registration. Offerors that require special considerations or assistance may contact Marketplace Support at 1.877.933.3243 or via email at marketplacesupport@unisonglobal.com. Offerors may not artificially manipulate the price of a transaction on www.UnisonMarketplace.com by any means. It is unacceptable to place bad faith bids, to use decoys in the www.UnisonMarketplace.com process or to collude with the intent or effect of hampering the competitive www.UnisonMarketplace.com process. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. All items must conform to line item descriptions derived from the Bureau of Prisons National Menu Specifications. Any quotes for items that do not conform to stated specifications may not be considered for award. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. The Government intends to evaluate quotes considering total aggregate price and past performance. Award will be offered to the quoter whose quote is considered most advantageous to the government for this requirement. All quotes received will be considered. In general, deliveries may be made Monday - Friday (excluding Federal Holidays) between the hours of 7:00 AM and 2:00 PM local institution time. A delivery deadline specific to a resulting award will be established and documented upon issuance of the award offer. A resultant award will include and be subject to the applicable terms at: FAR 52.212-4, Contract Terms and Conditions - Commercial Items FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items. Upon award, the contractor is required to identify unit prices for each awarded line item which add together to meet, but not exceed, the aggregate total price quoted. The awarded contractor is expected to return a signed copy of SF-1449 award document to establish acceptance of contract terms within 3 days after issuance of the award offer. This RFQ is subject to the solicitation provisions at: FAR 52.212-1 Instruction to Offerors - paragraphs d, h, and I are removed and all references to "offer" and "offeror" are change to "quote" and "quoter" respectively.
