- SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Veteran Health Administration Radiation Oncology Quality Surveillance (ROQS) s HINGE CPRS/VistA Interface The Veterans Health Administration (VHA) National Radiation Oncology Program (NROP) is looking to establish a Contract with a Contractor to build an interface between the Health Information Gateway and Exchange (HINGE) database and VistA/CPRS. The HINGE database project is designated to consolidate radiation treatment data from multiple sources for radiation oncology quality surveillance. The interface requires software for a bi-directional interface that will communicate in the JSON format with the HINGE database. Future integration with other EHRs such as Cerner should be taken into account in the architecture of this software. The bi-directional interface will enable the HINGE database to be seamlessly integrated in the clinical workflow where physician would not have to double key stroke the same information in multiple systems. This procurement is for VA enterprise-wide to deploy the interfaces for forty Veterans Health Administration (VHA) Medical Centers that have radiation inhouse oncology service. Treatment records are currently stored in three different formats: clinical notes, the ARIA ® treatment management system, and the Digital Imaging in Communications in Medicine (DICOM) treatment planning system. These data are often inconsistently structured, preventing comparison and aggregation of data across multiple VHA centers. Contract will perform all work remotely. This procurement is being conducted in accordance with FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. The NAICS code for this procurement is 541519 and the Small Business Administration Size Standard is $27.5 million dollars. The anticipated source is VISTA Expertise Network, 819 N. 49th Street, Suite 203, Seattle, WA. 98103-6575. The period of performance is a base year plus (1) one option year. The base year period of performance is September 30, 2019 through September 29, 2019. This is not a formal solicitation or request for quote. This synopsis of intent is to give notice of the Government s intent to make a sole source award. Contractors who can provide the Department of Veterans Affairs with the required services are invited to electronically submit an affirmative written response indicating a bona fide ability to meet this specific requirement. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All responses should include a Point of Contract (POC), telephone number, and electronic mail address (email). Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are US or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency.
