- COMBINED SYNOPSIS/SOLICITATION The West Palm Beach VA Medical Center located at 7305 N Military Trail, West Palm Beach, FL 33410 has a requirement to provide complete annual operation service and maintenance for (4) 900 ton and (1) 1000 ton Baltimore Air Coil Cooling Towers per attached annual maintenance requirements. Type of contract: Requirements, Firm Fixed Price contract. This procurement is being solicited as a Service Disabled Veteran owned Small Business. The attached Statement of Work shall be adhered to. This is a combined synopsis/solicitation, Request for Quotation (RFQ), for commercial service prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The applicable North American Industry Classification System (NAICS) Code and size standard are 333415 and Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing and 1,250 employees, respectively. In accordance with FAR 13.106-2(b)(3), the Government will conduct comparative evaluations of all quotes and award to the vendor which represents the best value on the basis of Technical Capability, Past Performance, and Price. Once the government determines that there is a vendor that is the best suited to meet the requirements of this RFQ (i.e. the apparent successful contractor); the government reserves the right to communicate with only that vendor to address any remaining issues. Offers shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The provision may be accessed at http://farsite.hill.af.mil/. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. See attached document: Salient Characteristics See attached document: Delivery Schedule Statement of Work Annual Cooling Tower Maintenance Contract BAC Series 3000 Cooling Towers At the West Palm Beach VA Medical Center in West Palm Beach, Florida 1.0 Overview Provide complete annual operation service and maintenance for (4) 900 ton and (1) 1000 ton Baltimore Air Coil Cooling Towers per attached annual maintenance requirements. 2.0 MAINTENANCE PER MACHINE See attached BAC Maintenance and Operation Manual for Series 3000 units. Contractor shall provide a custom schedule based on machine specifics and appropriate time of year. 2.1 Parts, Labor & Material This service shall cover all chiller parts, components, and sub-components required in accordance with the manufacturer s specifications. All labor, travel, and per diem shall be included at No cost to the Government. All equipment and special tools needed to perform, testing, inspections, cleaning etc... Shall be included at no cost to the Government. All work areas will be kept broom clean and free of oil residue on machine and surrounding floors and surfaces, on a daily basis. All spills shall be cleaned immediately. 3.0 Special Instructions All work shall be performed in strict accordance with all applicable codes and regulation with OSHA, ANSI, NEC, NFPA, ASTM, ASME, and EPA. Overtime hours and weekends are at the discretion of the contractor and will not be cause for a change in contract. All overtime/weekend work shall be coordinated with the COR and is NOT a guarantee for approval. The VA will provide no tools, equipment, or labor except as specifically noted within this statement of work. 4.0 Delivery This contract is for one base year with four option years for service. Upon contract award the contractor shall contact the Operations Supervisor at (561) 422-7627 to arrange a suitable schedule to complete this service. All work shall be coordinated with the COR. Normal Business working hours shall be Monday through Friday 7:00am to 4:00pm. Maintenance work on this contract shall only be completed between the months of January and June, contractor shall provide a schedule showing the adherence to this requirement. 5.0 Progress and compliance The contractor shall report to the COR prior to the start of each machine. All work shall be monitored by the COR for completeness per the contractor s service checklist. Upon completion of each machine, a formal inspection and review by the COR shall satisfy the evaluation of completeness. The contractor shall make recommendations for changes and improvements, which may be pertinent to meet the scope of work, only to the extent indicated on this agreement. No additional services shall be made without the prior approval of the contracting office. The COR shall evaluate the service for quality and completeness of above listed service checks. A VA issued ID badge is required for all contractors, service technicians and sub-contractor personnel. Two photo forms of identification are required. All billing shall be in arrears. Upon receipt of contractor s invoice, the COR will certify for payment, assuring that all services were performed in accordance with contract terms.
