- THIS IS FOR INFORMATIONAL PURPOSES ONLY. Under the authority of FAR 13.106, the USDA ARS intends to award, on a sole source basis, a Firm Fixed Purchase Order (PO) to UNIVERSITY OF CALIFORNIA, DAVIS - WEST COAST METABOLOMICS CENTER (WCMC), Metabolomics Service Core, RM 1212, One Shields Ave, Davis, CA 95618-6153. This order attains the WCMC support services for critical Analysis of Human Fecal Samples for Biles Acids & Short Chain Fatty Acids in support of the ongoing research at USDA ARS, Western Health Nutrition Research Center (WHNRC), Obesity & Metabolism Research (OMR), 430 West Health Sciences Drive, Davis, CA 95616. The Firm Fixed PO will include the following : 1. Human Stool for Bile Acid + Short-Chain Fatty Acid Analysis; 96 Each 2. Human Plasma for Bile Acid Analysis; 216 Each 3. Human Plasma for Short-Chain Fatty Acid Analysis; 216 Each USDA ARS, WHRNC, OMR is requesting WCMC support services for the analysis of bile acid patterns and short chain (volatile) fatty acids in biological specimens (blood and feces) in order to fulfill their collaborating ongoing research under their current Sonomaceuticals agreement. While multiple services exist, which measure bile acids and short chain fatty acids in biological samples, the lipid mediators' core of the WCMC have developed methods to simultaneously extract and analyze short chain fatty acids and bile acids from a single stool homogenate, allowing an enhanced ability to compare the results from these two assays while reducing labor costs. WCMC's methods have also been used in the Location's other projects; and therefore, continuity of services & research data results is critical and will increase the Lab's ability to directly compare results from their other separate studies. Moreover, WCMC uses a mixture of gas & liquid chromatography and mass spectrometry & isotopically labeled standards, providing the necessary sensitivity and enhancing the quantitative quality of these measurements, respectively. Along with FAR Part 12 & FAR Subpart 13.106 procedures, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; a determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 11:30AM PST, SEPTEMBER 10, 2019. Information received will be considered solely for determining whether to conduct a competitive procurement. THE AWARD DATE WILL BE ON OR ABOUT SEPTEMBER 10, 2019, and again, this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored.
