Description
NOTICE OF INTENT TO AWARD SOLE SOURCE: Department of Veterans Affairs, VISN 9, intends to award a sole source contract to Data Innovations, 120 Kimball Avenue, Suite 100, South Burlington, VT 05403 to provide ongoing support and service of onboard Instrument Management Interfacing system for the existing Data Innovations Instrument Management system located at the Memphis VA Medical Center, 1030 Jefferson Ave, Memphis, TN 38104. Data Innovations is the manufacturer and sole provider of technical support and maintenance for Data Innovations Products to the Veterans Health Administration. Data Innovations owns all intellectual property rights in the Data Innovations Products and does not support third-party technical services. FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", applies to this procurement. The contractor shall provide all labor, personnel, equipment, tools, materials, supervision and other items necessary to provide preventive maintenance and software support remotely and on site for the Data Innovations Instrument Management System located at the Memphis VAMC Pathology & Laboratory Service. Support Includes: Support of Data Innovations Instrument Manager System Support of Interface Connection Support of connection for Hot Back Up Support of end user software connection Support of Instrument Manager Hot Backup Support of Manual results entry Support of Laboratory Intelligence Bi-Directional Integration License Support of Moving averages Support of Specimen management package Period of Performance: Base Year: October 1, 2019 to September 30, 2020 Option One: October 1, 2020 to September 30, 2021 Option Two: October 1, 2021 to September 30, 2022 Option Three: October 1, 2022 to September 30, 2023 Option Four: October 1, 2023 to September 30, 2024 NAICS: 541519 Other Computer Related Services Size Standard: $30 Million THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submissions shall be emailed to arrive on or before September 21, 2019, 3:00pm Central Standard Time to David B. Milner, Jr. at david.milner@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email with RESPONSE TO INTENT TO SOLE SOURCE 36C24919Q0500 Data Innovations Instrument Manager/your company name in the email subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to the Contracting Officer by email at david.milner@va.gov. The capability documentation should include general information and speciic technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing service support for the Data Innovations Instrument Management system.
