Description
A market survey is being conducted to determine if there are adequate Small Business vendors available for a proposed requirement who meet the specific criteria outlined below. This is not a solicitation announcement or Request for Proposal. It does not constitute any commitment by the Government. No award will result from this notice. The purpose is to conduct market research to gain knowledge of potentially qualified sources. Responses to this Sources Sought Notice will be used by the Government to make an appropriate acquisition decision. The USDA Agricultural Research Service ARS will not award a contract based on responses or pay for the preparation of any information submitted. Respondents will not be notified of the results of this notice. After completing an analysis of the responses, the Government will determine whether to limit competition to Total Small Business or to proceed with issuing an unrestricted solicitation, inviting full and open competition. USDA ARS PWA seeks to purchase a Plot Combine for field research to include: Specifications and requirements Tier 4 Diesel Engine with HP > 70 HP grain tank > 18 bushels with unload auger Additional auger internal to grain tank for better clean-out Sealed joints and attachments for easy cleanout of combine Hyrdrostatic controls, steering and brake 2 person cab with AC and heat 4 Wheel Drive Forward lighting onboard air compressor >40 liter and wand for in-field cleaning adjustable concave with removable de-awner bars Threshing drum variator is stepless and electronically controlled from the drivers seat Reversable threshing drum at least 15 inches x 31 inches with > 6 rasping bars Header with reel, conveyor belt, and feeder auger, at least 5 feet wide Reversable header Variable speed conrol for header Pick-up attachment for header In-cabin and exterior bagging of samples Straw chopper At least two sieve seed seperation Variable seed blower for seed seperation exterior storage bin for sample bags sieve, electronically adjustable from cab grain loss monitoring system Vendors/Companies who have the experience or the required products available, as well as an interest in doing business with ARS, should submit a Capabilities Statement which, for this notice, is not expected to be a proposal, but rather short statements regarding the company's ability to demonstrate their expertise and to provide the necessary equipment as specified in this notice. Vendors/Companies should also indicate whether they are a Small Business, SBA-certified HUBZone, SBA-certified 8(a), SDVOSB, or Women-Owned Small Business. Responses should be submitted by September 11, 2019 @ 4:00pm PST to the attention of Robert Risch, Contract Officer via email to rob.risch@usdsa.gov.
