Description
SOURCES SOUGHT BCMA Cart **This is not a request for proposals, bids, or quotes. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received because of this announcement. ** This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement or validate the applicability of 41 USC 3304(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements. The NAICS code is 334111 with a size standard of 1250 employees. Sources sought is also to confirm whether there are any IT Value-Added Resellers under NAICS 541519, size standard of 150 employees, capable of meeting this requirement. DEFINITION: NAICS code 541519 An Information Technology Value Added Reseller (ITVAR) provides a total solution to information technology acquisitions by providing multi-vendor hardware and software along with significant value-added services. Significant value-added services consist of, but are not limited to, configuration consulting and design, systems integration, installation of multi-vendor computer equipment, customization of hardware or software, training, product technical support, maintenance, and end user support. For purposes of Government procurement, an information technology procurement classified under this exception and 150-employee size standard must consist of at least 15% and not more than 50% of value-added services, as measured by the total contract price. In addition, the offeror must comply with the manufacturing performance requirements, or comply with the non-manufacturer rule by supplying the products of small business concerns, unless SBA has issued a class or contract specific waiver of the non-manufacturer rule. If the contract consists of less than 15% of value-added services, then it must be classified under a NAICS manufacturing industry. If the contract consists of more than 50% of value-added services, then it must be classified under the NAICS industry that best describes the predominate service of the procurement. A current search of SBA s NMR Class Waiver List does not list a Class Waiver in effect for NAICS 334111, PSC 6515, and NAICS descriptor workstation. https://www.sba.gov/sites/default/files/articles/NMR%20CLASS%20WAIVER%20LIST-AS%20OF%2001-01-2015_3.pdf The SBA also clarified that the limitations on subcontracting and the nonmanufacturer rule do not apply to small business set-aside contracts valued at or below $150,000, but do apply to set-aside and sole-source awards under the other small business programs regardless of dollar value. Other small business programs are 8(a), HUBZone, SDVOSB/VOSB, EDWOSB, and WOSB. BASIC REQUIREMENT: The Department of Veterans Affairs (VA) Lexington, Kentucky (KY) Medical Center [FACILITY] at: 1101 Veterans Drive, Lexington, KY 40502 is seeking qualified business contractors, preferably SDVOSB/VOSBs, who have three BCMA carts in stock and for sale. BACKGROUND: Lexington VAMC currently has 36 Howard Medical BCMA carts and seeks to add to their inventory. Howard does not want to deal directly with the Government, thus the need for a sources sought notice to determine all capable suppliers of BCMA carts preferably an SDVOSB/VOSB that complies with the SBA s Nonmanufacturer and Limitations on Subcontracting rules. MARKET RESEARCH: Market research entailed search of government contracting sources and internet. The known BCMA cart manufacturer/suppliers are: Howard Medical (Large business), Capsa Healthcare (small business), Enovate Medical (Large business), Metro (Large business), and Ergotron (large business). Note: Capsa healthcare acquired Rubbermaid s BCMA cart lines. INSTALLATION CONSIDERATIONS: The computer components, i.e. monitor, computer, keyboard, mouse, barcode scanner, etc., will need to be attached and configured to the BCMA cart. DIGITAL CONSIDERATIONS: Computer configuration must be TAA-compliant. Hard drives must be FIPS 140-2- certified with self-encrypted technology. OTHER CONSIDERATIONS: Equipment or products must be new not refurbished or grey market. No actual design or construction work will be performed. Options are not considered. Facility is in the process of determining the availability and capabilities of potential small businesses meeting the previously-described requirement before possibly issuing a solicitation for a firm-fixed price contract that represents the best value for the government. If no responses are received from potentially responsible sources Facility and its supporting contracting office NCO-9 - under FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis or sole source basis. RESPONSE CONSIDERATIONS: All information submitted is subject to verification. Additional information may be requested to substantiate responses. Or, do you just forward the order to the manufacturer and they direct-ship to the end- user? Identify whether this requirement can be completed entirely under a GSA FSS, NASA-SEWP, other contract vehicle delivery/task order, or Open Market. Provide current and active FSS, NASA-SEWP, other contract number. Each response shall be reviewed by the Contracting Officer/Specialist for determining whether there exists reasonable expectation of obtaining enough offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
