GFP Form DD Form 1423, CDRLs Statement of Work PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be open for less than 30 days in accordance with FAR 5.203(b). Request for Quotation (RFQ) Number is N66604-19-Q-2933. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order for the refurbishment of three (3) electrical motor generators. The applicable Statement of Work and DD Form 1423, Contract Data Requirements List, and Government Furnished Property form are attached. F.O.B. Destination Naval Undersea Warfare Center Division: Newport, RI 02841 is applicable. Completion is required within 45 days after award. The North American Industry Classification Systems (NAICS) code for this requirement is 811310. The Small Business Size Standard is $7.5 Million. This action is being processed on an Unrestricted basis under Full and Open Competition procedures. The NUWCDIVNPT Office for Small Business Programs concurs with the determination. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. Additionally, FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment apply. DFARS Clauses 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls, 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, 252.225-7031, Secondary Arab Boycott of Israel, 52.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting and 252.204-7015, Notice of Authorized Disclosure of Information for Litigation Support, apply to this solicitation. It is currently anticipated that payment will be made via Wide Area Workflow. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) the offeror must be a member of the Electrical Apparatus Service Association, Inc. (EASA), (2) must provide one recent example (within the last three years) of the repair of a large rotating electrical system and (3) must confirm completion shall be within 45 days, or sooner, from date of award. The Government will consider past performance information where negative information within Supplier Performance Risk System (SPRS) or Contract Performance Assessment Reporting System (CPARS) may render a quote being deemed technically unacceptable. The Contract Line Item Number (CLIN) structure is as follows: CLIN DESCRIPTION PRICE 0001 The contractor shall complete all requirements for the refurbishment of motors in accordance with paragraph 4.1 of the attached Statement of Work; Required data shall be provided in accordance with attached DD Form 1423, Contract Data Requirements List (CDRL) $ 0002** Following Government approval (see CDRL A002), the contractor shall replace diodes and other electronic components that are out of specification as determined while completing task 4.1. NTE Amount: $5,000 0003 Data, in accordance with DD Form 1423, Contract Data Requirements List NSP (Not Separately Priced) **For CLIN 0002: (1) The contractor will be required to send the invoice to the NUWC Division Newport Contract Specialist, with a copy to the Technical Point of Contact (to be specified in the award). This team will review the invoiced price and, if reasonable, process the invoice for payment. (2) FAR 52.213-3, Notice to Supplier, applies to CLIN 0002. Full text of incorporated FAR/DFAR clauses and provisions may be accessed electronically at https://acquisition.gov/far/. Additional terms and conditions: Defense Priorities and Allocations System (DPAS) rating is DO-C9. This requirement does not include any Electronic and Information Technology (EIT), therefore Section 508 is not applicable. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
