Description
The NASA Armstrong Flight Research Center is soliciting information about potential sources for the repair/replacement of a damaged General Electric CFM-56-2C1 Front Fan Frame. The frame is worn out-of-limits at the transfer gearbox (TGB) shaft bearing. Engine serial number 692633, frame part number 301-290-885-0. NASA proposes three options; potential sources must be capable of performing one or more of the three options. 1)Use one of NASA owned spare engine fan frames as a replacement, engine serial number 692539, with fan frame part number 301-290-878-0. This engine will require full tear down for fan frame removal. NASA does not intend to retain any spare modules/components in preserved condition for future use so "tag-and-bag" is all that is requested, placed in appropriate storage containers/crates, and returned to NASA. 2)Remove and replace the current damaged fan frame with a Contractor provided serviceable fan frame assembly. 3)Remove damaged fan frame assembly from 692633 and repair out-of-limit condition and reinstall. Option 1 would require two engines shipped to repair/overhaul facility. The engine is currently available to ship to repair/overhaul facility. The repair/replacement of a damaged General Electric CFM-56-2C1 Front Fan Frame and checkout of the engine must be completed in no more than 60 days from receipt of engine(s). The contractor shall be capable of furnishing all required labor, material, facilities and equipment to accomplish repair, test, preserve and package, and return to the government a completely serviceable unit. Contractor will be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets. The government requests that interested parties respond to this notice in writing and provide a copy of an OEM licensee agreement certifying your business is approved by the OEM to repair this equipment. Submission Instructions: Interested parties who consider themselves qualified are invited to submit a response to this Sources Sought Notice by 12:00 PM PT on 09/24/2019. All responses under this Sources Sought Notice must be emailed to Jamill Hayes, jamill.m.hayes@nasa.gov and not exceed 5 pages. Please reference 80AFRC19SS012 in any response. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. This data will not be shared outside the Government. The Government may use this data to refine requirements and develop a request for a proposal. Data submitted as part of Industry response marked "Proprietary" will not be reviewed and should not be submitted. An Interested Parties List will be compiled and posted to allow potential offerors the opportunity to network.
