- Re-attaching draft statement of need This is a notice issued on behalf of the Division of Occupational Health and Safety, Technical Assistance Branch by the Office of Logistics and Acquisition Operations (OLAO), Office of Acquisitions, NIH, DHHS, UNITED STATES. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. There is no solicitation available at this time. The purpose of this notice is to obtain information regarding the availability and capability of ALL qualified small businesses who can manufacture and/or acquire the following items, Brand Name or Equal to the Mine Safety Appliances (MSA) Toxgard II Fixed Gas Monitors; that meets the non-manufacturer rule (see https://www.sba.gov/partners/contracting-officials/small-business-procurement/non-manufacturer-rule for details); (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification according to the North American Industry Classification System (NAICS) code for the proposed acquisition. This contract will allow the NIH to standardize the maintenance and calibration of oxygen monitors across all NIH facilities. The vendors should be able to provide Toxgard II fixed gas monitors or newest advanced alternative within 30 days after receipt of order. Orders will also include the oxygen sensor applicable for the Toxgard II model. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization not considered a small business under the applicable NAICS code should not submit a response to this notice. The NAICS Code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing Other Electronic and Precision Equipment Repair and Maintenance. This acquisition is being competed as a Brand Name or Equal. Attached to this Sources Sought is a draft Statement of Need. Responses must reference HHS-NIH-OD-OLAO-SS-19-013 and include the following: (1) Name and Address of the vendor, (2) Size and type of business (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Vendor's capability statement (no more than 15 pages) addressing the draft Statement of Work. (6) List of organizations to whom the same or similar types of equipment have been previously provided to include contract number, dollar value, name, and the phone number of the Contracting Officer, (7) Applicable Product/services list. Please submit Capability Statements through email (angela.moultry@nih.gov) All questions and/or comments in reference to this request must be in writing and emailed to Angela Moultry at angela.moultry@nih.gov before the closing date of September 13, 2019.
