Description
The subject requirement is for the a cquisition of one (1) NSN. The NSN: 5985-001060906, Antenna, is being bought in accordance with the drawing reference: MIL-DTL-25708/1H (1) NOT 1. The NSN requires a Contractor First Article Test (CFAT). This will be an Indefinite Quantity Contract (IQC) with a three-year base period and two (2) one-year option periods. Options to be exercised at the discretion of the government. The total duration of the base period plus option periods shall not exceed five (5) years. Items may ship to various stock depots of CONUS and OCONUS locations. Increments and delivery schedule will be noted on the Request for Proposal (RFP). Freight on Board (FOB) origin is required (in accordance with the First Destination Transportation (FDT) Program). Inspection and Acceptance points will be listed on the solicitation. The Government may issue a split award for this NSN if the Contracting Officer determines doing so is in the best interest of the Government to assure the timely availability of supplies or to maintain multiple manufacturing sources to preserve competition. The small business size standard is 1,250 employees for NAICS 334220, Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. All offers shall be in the English language and in U.S. Dollars. All interested suppliers may submit an offer. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery, past performance and other evaluation factors as described in the solicitation. The solicitation will be available at https://www.dibbs.bsm.dla.mil. on its issue date of September 30, 2019. Hard copies of this solicitation are not available. Increments and delivery schedule will be noted in the RFP. FOB Origin is required. Inspection and Acceptance requirements will be noted in the RFP. All responsible sources may submit an offer, which shall be considered. It is the responsibility of the offeror to obtain additional data that is necessary to manufacturer the item and provide this evidence to the government.
