Description
Questions and Answers Youth Ministry Services COMBINED SOLICITATION/SYNOPSIS YOUTH MINISTRY SERVICES MARINE CORPS BASE HAWAII 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. 2) The Solicitation number is M00318-19-Q-0036 and is issued as a Request for Quotes (RFQ) using FAR Part 13.5. 3) This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2019-05 Effective, 13 August 2019 and DPN effective 20 August 2019. 4) This acquisition of services is reserved for small businesses with an associated North American Industrial Classification Systems (NAICS) code of 813110, Religious Organizations. The size standard is $7,500,000.00. 5) The Government contemplates a single award resulting from this quote. 6) This Request for Quotes (RFQ) is for Youth Ministry Services. Work shall be in accordance with the attached Performance Work Statement (PWS). 7) The work shall commence on 22 September 2019 through 21 September 2020. This requirement will have a one-year base period with two (1) one-year option periods. See the attached PWS for the specific period of performances. The services will be performed at Marine Corps Base Hawaii, Kaneohe Bay Chapel. 8) The provision at 52.212-1, Instructions to Offerors - Commercial Items (Deviation 2018 2018-O0018), applies to this acquisition. The attached addendum applies to this requirement. 9) Evaluation - Commercial Items 52.212-2 applies to this solicitation. The Government will award a single contract resulting from this solicitation to the Lowest Priced Technically Acceptable responsive responsible offeror with an acceptable past performance (by reviewing the SAPR database). Vendors are required to submit their qualifications with their quote. See the attached 52.212-2 for further details. 10) Offerors may include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items Alternate 1, with its offer if FAR 52.212-3(b) cites that any part of paragraph c through u is updated (i.e. if an NAICS Code is added or deleted, representations are updated, etc.). And the offeror SAM registrations is being updated. 11) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. 12) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
