- Limited Source Justification It is the intent of the Western Area Power Administration, Upper Great Plains Region, to issue an order on a noncompetitive basis to Utilities International Inc. of Chicago, IL. Utilities International shall provide consulting services on their UIPlanner software to configure with Western Areas Power Administrations power billing system. UIPlanner is a propriatary software owned by Utilities International. As the developer/manufacturer of the software, no other source is available to meet the needs of Western Area Power Administration for this requirement.
