Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Abiomed, Inc. located at 22 Cherry Hill Dr., Danvers, MA 01923-2575. This requirement will be used for Preventive Maintenance for Government-Owned Heart/ Lung Bypass Unit and Controllers at the VA Greater Los Angeles and Long Beach Healthcare Systems. Both VAGLAHS and VALDHS Engineering Departments are requesting a single source procurement for Preventive Maintenance on Government-Owned Heart/ Lung Bypass Unit and Controllers: (2- Impella AIC System Abiomed Heart Lung Bypass Units 2.5 Serial Number: IC2632 and IC2633 for VAGLAHS and 2- Abiomed Impella Controllers Serial Number: IC2265 and IC2264 for VALBHS. Specific tasks include: 1. Perform Annual Preventive Maintenance on Abiomed, Inc. medical equipment, to include: parts, labor and travel expenses. 2. Provide all labor, round trip shipping via FedEx Priority, packaging material (average PM turnaround time 1-2 days). 3. Provide factory revisions implementing up-to-date quality improvements installed during preventive maintenance. 4. Only use OEM factory qualified parts. The proposed period of performance will be from 10/1/2019 through 9/30/2020- Base Year + four (4) Option Years. The estimated value is of $85,000.00GLA+ $85,000.00LB= Contract Aggregated Total $170,000.00. Base Year plus four (4) Option Years. $17,000.00GLA+$17,000LB for the Base Year. OY1- $17,000.00GLA+$17,000LB, OY2- $17,000.00GLA+$17,000LB, OY3- $17,000.00GLA+$17,000LB and OY4- $17,000.00GLA+$17,000LB. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source based on the determination that Abiomed Inc., is the Original Equipment Manufacturer of the Impella Controllers and Impella AIC System Heart/ Lung Bypass Units, which are Abiomed, Inc. proprietary products. Abiomed, Inc. maintains certain proprietary service technologies relating to the equipment. Based on this information, it would be in the best interest of the government to procure the requested services from Abiomed, Inc., on a single source basis. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 9/25/2019. The place of performance is as follows: VA Long Beach Healthcare System: Tibor Rubin Medical Center at 5901 East 7th Street, Long Beach, CA 90822. The North American Industry Classification System (NAICS) for this requirement is, 811219- Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Administration size standard for this sector is $20.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
