- Description of Requirements The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) Geotechnical and Structures Laboratory (GSL) has a requirement to upgrade COMSOL Multiphysics Software licenses and maintenance, and intends to award a contract with a two (2) year subscription on a sole source basis in accordance with FAR Part 6.302-1. The COMSOL Multiphysics software licenses and maintenance packages intended for procurement are included in the attached Description of Requirements. This unique software and associated maintenance has been utilized on multiple research and development projects by the GSL for the last nine (9) years. Because of this, it is essential that research scientists have access to previously built COMSOL models between historical and current on-going research efforts in the area of structural and geotechnical engineering coupled with acoustic propagation. As such, COMSOL is the only source that can fulfill the Government's request in its entirety. The associated North American Industrial Classification System Code (NAICS) code is 511210, Software Publishers, with a Size Standard of $41.5 million. This notice of intent is for information purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offeror's list, or to receive a copy of any solicitation. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Note: In order to be eligible for award of the Government contract, vendors must be actively registered in the System for Award Management (SAM), have no exclusions, and complete the FAR and DFARS representations and certifications. Responses to this requirement may be submitted to Angie Stokes at angela.m.stokes@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 12:00pm CST, 13 September 2019.
