- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT NAVSUP Fleet Logistics San Diego (FLCSD) intends to award a Sole Source contract to WESTFLEX, INC., 325 W 30TH ST NATIONAL CITY, CA, 91950-7205. The contractor shall provide C and D SUCTION 4 HOSE, C and D DISCHARGE 4 TO 3 HOSE, SPY DISCHARGE 4 HOSE, SPY SUCTION 4 HOSE, SONAR SUCTION 4 HOSE AND SONAR DISCHARGE 3 HOSE. Delivery: USS O ™KANE (DDG-77) 3581 Cummings Road Building 3581 San Diego, Ca 92136-3581 WESTFLEX, INC., 325 W 30TH ST NATIONAL CITY, CA, 91950-7205 is the authorized OEM entity for the hoses listed in this Notice of Intent. Requirement includes delivery of all items. No partial delivery will be accepted. FLCSD will use Simplified Acquisition Procedures and Other Than Full and Open Competition. The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The proposed contract action is for a sole source only award. The contractor shall provide C and D SUCTION 4 HOSE, C and D DISCHARGE 4 TO 3 HOSE, SPY DISCHARGE 4 HOSE, SPY SUCTION 4 HOSE, SONAR SUCTION 4 HOSE AND SONAR DISCHARGE 3 HOSE. The required justification documentation is attached (See Note 22). This Notice of Intent is not a Request for Quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 12:00 PM (PST) 12 September 2019 via email to Leliza.sarino@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
