Description
This is a draft of the performance work statement The U.S. Government desires to procure Solid Waste Management Services for Fort Jackson, South Carolina, as an 8(a) competitive set-aside. This notice is issued solely for information purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP). This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry, FedBizOpps (https://www.fbo.gov of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is: 562111 Solid Waste Collection, $41.5 Million. The Directorate of Public Works, is responsible for the Solid Waste Management on Fort Jackson. The Contractor, partnering with the installation, shall determine and utilize the most cost effective Recycle and Solid Waste Management services, emphasizing innovation and commercial best practices, to maximize diversion. The Contractor shall dispose of all commercial, industrial, and community activity waste in accordance with (IAW) all applicable Federal, State, and local laws and regulations. The waste shall be disposed of at a Subtitle "D" Municipal Solid Waste (MSW) landfill located in the State of South Carolina and approved and fully permitted by the Department of Environmental Management. The installation covers an area of about 53,000 acres in one main area. The cantonment area consists of about 14,000 acres with the balance being unimproved training areas. Troop strength in barracks areas is expected to grow. Currently new barracks facilities are being constructed and/or are in the planning process. Historically, November 2008 to November 2014, the tonnage of nonresidential refuse removed monthly from the installation ranged from approximately 670 to 1100 tons, averaging 900 tons per month. The Cantonment Area includes, but is not limited to: barracks, administrative/ headquarters and other office buildings, warehouses, dining facilities, medical facilities, motor pools, stores, restaurants, training facilities, training areas and other buildings as required and as ordered including some building renovation construction sites. Approximately 341 (Government owned) refuse containers and 35 cardboard containers are serviced in cantonment and training area. The number of containers varies as required, because new facilities are being constructed, existing facilities are being renovated, and other facilities will be demolished. Fort Jackson requires flexibility to respond to facility changes as well as variations in the total personnel trained on the installation. Fort Jackson has picked up additional missions in the past that increase the number of people on the installation, thereby increasing the amount of refuse generated. There is also a requirements to provide leasing of 6 roll-off bins and 10 compactors Attached is a draft Performance Work Statement (PWS) In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4. Information to help determine if the requirement to provide Solid Waste Management Services to Fort Jackson, SC., is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5. Identify how the Army can best structure this contract requirement to facilitate competition by and among small business concerns. 6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Recommendations to improve the approach/specifications/draft PWS/PRS to acquiring the identified items/services. This information is due no later than Wednesday, September 26, 2019 at 11:00 A.M.
