Description
Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. VHA Reginal Procurement Office (RPO) 2 is currently conducting a market survey for qualified firms capable of providing Optima XE equipment and accessories. The North American Industry Classification Systems (NAICS) is 334516. Responses to this notice must be submitted in writing (email or fax) and must be received no later than September 13, 2019 @ 3PM EST. Email: LATEISHA.ROBINSON@VA.GOV and Fax: 718-741-4722. No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time will not be considered for this procurement. Please review the attached Statement of Work attached herein. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 334516. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on GSA E-buy website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT UNIT PRICE AMOUNT 0001 optima xe 90 ivd ultracentrifuge LOCAL STOCK NUMBER: a99833 0002 sw 40 ti swinging bucket rotor LOCAL STOCK NUMBER: 331302 Specifications, Purpose, and Objectives 2.1 PERFORMANCE It has a 15 LCD display with ± 45 ° horizontal and vertical tilt for easy operation (even with gloved hands) and viewing from virtually anywhere in the lab. It has a speed control of ± 2 rpm at steady state and temperature control of ± 0.5oC ( ± 0.8oC when using SW 32 swinging bucket rotor) after equilibrium. Speeds must be accurately reproducible between runs and temperature must be strictly controlled to preclude sample degradation during centrifugation. The drive is covered by a 10-year warranty. It has a heating/cooling system that does not use compressors or chlorofluorocarbons (CFCs). The thermoelectric heating/cooling unit provides fast chamber/rotor refrigeration or heating and does not require any compressors, reducing instrument down time and heat and noise levels. It has an air-cooled direct drive system that requires no gears, brushes, oil vacuum seal, external oil reservoir, or continuously-operating damper. This provides efficient operation and extends the life of the instrument. Air cooling eliminates chlorofluorocarbons and compressors which results in less instrument down time and less output of heat and noise. It operates at a noise level below 51 dBa. It achieves vacuum level below 5 microns (0.7 Pa). It consumes no more than 60W of power while idling (powered on, but not running). It has available Near Vertical Tube (NVT) rotors to maximize lipoprotein and plasmid DNA separations for speed and purity. It is compatible with all currently-produced Beckman Coulter floor preparative ultracentrifuge rotors. It has tube options including: OptiSeal (for easy sealing without tools), Quick-Seal (fast heat-sealing), and g-Max (shortens separation times by up to 50 percent). It is designed and tested as a system with Beckman Coulter rotors, tubes and accessories. 2.2 SOFTWARE It has an interactive touchscreen interface, which includes: Software available in local language for easy, error-free operation, with the option to select other languages including: English, Spanish, French, German, Italian, Chinese (Simplified), Japanese, Korean, and Russian. On-screen, context-sensitive help. Multiple acceleration and deceleration profiles. Flexibility in acceleration and deceleration are essential if procedures are to be done correctly and reproducibly. Up to 10 acceleration and 11 deceleration rates are available for any run. Setting up a run by specifying RCF (relative centrifugal force), 2t (accumulated centrifugal effect), substitute rotor and tube combination, or sedimentation coefficient. On-board operator s manual. It has a delayed start function so the run will start and end at times that meet the users needs. It has (3) USB ports to allow data export to a spreadsheet program such as Microsoft Excel. 2.3 SAFETY Offers a Biosafe option with HEPA filter for work with viruses and other dangerous samples that protects laboratory personnel in case of a leak in the centrifuge. It has a Dynamic Rotor Inertia Check system (DRIC) and a speed disk to ensure rotors are not run above their rated speed. As the rotor accelerates between 15000 and 20000 rpm, the instrument checks the rotor inertia and calculates the rotor energy for the speed set by the user. If the calculated rotor energy is excessive, the instrument stops the run with braking to avoid possible damage. It utilizes a rotor speed disk recognition system for checking the maximum speed allowable for each rotor. The system will check the speed at 600 rpm and if it is set too high the system will automatically lower it to an allowable speed and continue the run while posting an error message on the display. 2.4 INSTALLATION It allows for no greater than 82.5 cm (32.5 in) depth for installation to minimize obstruction of nearby walk-through areas. It is able to meet instrument specifications for temperature control of samples at ambient temperatures ranging between 10 35 °C in the lab or equipment room. 2.5 SPECIFICATIONS Speed range: 1,000 rpm to 90,000 rpm in 100 rpm increments Maximum RCF: 694,00 x g Speed control, actual rotor speed: +/- 2 rpm at steady state (above 1000 rpm) Time: up to 999 hours 59 minutes, including Hold runs. The centrifuge has been designed and tested to meet the standards and regulations 3. Standards of Performance 3.1 The ultracentrifuge must be delivered to the requesting point of contact at the designated medical center location at a mutually agreed upon time frame and installation will be done with the help of Engineering at VAMC Brooklyn. 4. Period of Performance The ultracentrifuge will come with a one-year warranty after which it can be serviced by the vendor for an additional cost. 6. Recalls The Vendor shall immediately notify all affected VA Medical Centers and designated POC in the event of a device recall, removal, required adjustment, or required modification that is suggested or mandated by the Vendor, distributor, manufacturer, or any regulatory or government agency. The following information shall be included in this notification: A complete item description and identification (to include lot and serial numbers where applicable); Administrative identification data including order numbers and order date; Reasons for recall, removal, adjustment, or modification; and Instructions for appropriate corrective action. 7. Defective Items/Warranty Vendor warrants to the original purchaser of the product that should it prove defective by reason of improper worksmanship and/or materials: 7.1 Systems and Components: For one year from the date of original purchase at retail, the vendor will repair or replace, at the vendor s option, any defective part without charge for the part or labor if an inspection proves the claim. 7.2 Sensors: Vendor will replace any sensor that fails due to manufacturing defect if an inspection proves the claim. Claims must be made within 30 days of defect. 7.3 To obtain warranty service, the POC will call the vendor for further instructions. If shipping is required, expenses are the purchaser s responsibility. Proof of purchase is required when requesting warranty service. 7.4 Defects due to modification, alteration, repair, or service of the product by anyone other than the vendor or an authorized service center, physical abuse to, misuse of, the product or operation thereof in a manner contrary to the accompanying instructions, or shipment of the product to the vendor or authorized service center for service are not covered. The warranty also excludes all costs arising from installation, cleaning or adjustments of user controls. 7.5 Any express warranty not provided herein, and any remedy for breach of contract which, but for this provision might arise by implication or operation of law, will be excluded and disclaimed. The implied warranties for the merchantability and of fitness for any particular purpose are expressly limited to a term of 1 year. Some states do not allow limitations on how long an implied warranty lasts, so that the above limitation or exclusion may not apply to the purchaser. The warranties set forth will be in lieu of any and all other warranties express or implied including the warranty of merchantability and fitness. The buyer acknowledges that no other representations were made to him or relied upon by him with respect to the quality and function of the goods sold. No person, firm, or corporation is authorized to assume for the vendor any liability in connection with the sale of these goods. 8. Government Furnished Property/Equipment VA New York Harbor Healthcare System will provide appropriate space and storage for the products requested. Storage will meet all regulatory requirements for the storage of the product. 9. Education and Training Requirements The Vendor shall be responsible for ensuring that vendor employees providing work on the required equipment are fully trained and completely competent to perform the required work.
