- DVT Update as of 10 September 2019 This Notice provides an update on the DVT Program. The Program successfully accomplished the Strategy Decision Milestone in June 2019. The Program must complete the investment analysis process and obtain approval prior to implementation. The schedule for key DVT Program activities will be released in the near future. The current Program strategy is to manage the sustainment of the DMEs, VORs and TACANs as a portfolio in a phased approach. The sustainment actions will be based on prioritized critical supportability issues. We envision implementing a series of Phases over the lifetime of the Program. A defined Prioritization Process will determine critical projects to be included in each Program Phase. The Program will also perform the necessary actions to be able to maintain a resilient Navigation Infrastructure for the long term. The Program is also committed to implementing innovative solutions where beneficial. The procurement strategy being proposed to support the Program includes an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract type with a potential for single or multiple awards and potentially multiple competitive or single award task order/contract types to perform the necessary program/project work. The FAA is developing a Draft Screening Information Request (SIR). Part of the FAA ™s commitment is to engage with Industry and gather input to assist with the definition and formulation of the Program, and to provide clarity and understanding of the DVT Program and related procurement strategy. Individual Industry meetings will be conducted during the first quarter of Fiscal Year 2020. FAA may meet with as many as ten Industry partners who will be scheduled on a first come first served basis. Provide your company name by September 15, 2019 to be considered for participation. The FAA will continue to engage Industry by providing information, additional questions and responses to Screening Information Requests. The FAA program office through the Contracting Officer will be posting documents and information in the coming weeks seeking Industry input and comment. Please continue to monitor FAACO and address all comments and questions to 9-awa-aaq-dvtacquisition@faa.gov.
