- Description
- Sole Source Justification The United States Patent and Trademark Office (USPTO) has a requirement to purchase equipment and upgrade United States Patent and Trademark Office (USPTO) Land Mobile Radio systems to current industry standards and expand network to include Regional Offices. The USPTO is exempt from the Competition in Contracting Act (CICA) under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) as described in the Patent and Trademark Acquisition Guidelines (PTAG) https://federalregister.gov/a/2013-24316. The USPTO intends to negotiate and award a firm fixed price purchase order under FAR Part 13.5 to Federal Radio Service Corp. to replace existing portable radios, (capable of AES encryption) purchase all ancillary related equipment and upgrade the system. This requirement utilizes NAICS code 517312 - Wireless Telecommunications Carriers (except Satellite) and will consist of a three month period of performance from the date of award. An approved Sole Source Justification is attached. This notice of intent is not a request for competitive proposals nor will a solicitation be issued to the public.
