Description
Solicitation attached 11 SEP 19. Synopsis This notice of intent is not a request for competitive proposals. Army Contracting Command - Warren located at 6501 East 11 Mile Road Warren, Michigan 48397-5000 intends to award a new Firm Fixed Price (FFP) contract with an estimated value of $122.2M, under solicitation W56HZV-19-R-0063, to General Dynamics-Ordnance and Tactical Systems (GD-OTS), Williston, VT (CAGE code 05606) for the following items: 154 each Iron Fist-Light Decoupled (IF-LD) Active Protection Systems (APS), 14 each Calibration and Maintenance Kits, and 2,484 each IF-LD APS Countermeasures. These items will be installed on Bradley Fighting Vehicles (BFVs) for testing and as needed to meet the demands of the European Deterrence Initiative (EDI). This effort is an expedited effort under Urgent Materiel Release and is not intended to be a program of record. The FFP contract is not a multiyear contract and will not contain options or phases. This proposed action for the procurement of the IF-LD APS will be accomplished through the purchase of a Non-Developmental Item hardware set. The IF-LD APS are required for BFVs for application in the field and also as test assets. Calibration and Maintenance Kits and CMs will also be purchased. The anticipated award date is January 2020. For the proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Justification and Approval (J&A) permitting Other than Full and Open Competition, was signed by the Senior Procurement Executive on 26 April 2019. All responsible sources may submit a capability statement, proposal, or quotation, for consideration by ACC-WRN. A determination by the Government not to compete this proposed contract is solely within the discretion of the Government.
