Description
Combined Synopsis/Solicitation Integration and Maintenance of the AFIMSC Planning Architecture This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W912HZ-19-R-5119 and this solicitation is issued as a request for proposals (RFP). The solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2019-04. This procurement is 100% set aside for woman owned small businesses under NAICS code 541512- Computer Systems Design Services with a size standard of $27.5 Million. The US Army Engineer Research and Development Center (ERDC), Vicksburg, Mississippi is soliciting proposals for enterprise planning development, records management and maintenance tasks. See attached Performance Work Statement (PWS) The following FAR clauses and provisions apply to this combined synopsis/solicitation: 52.204-7 System For Award Management; 52.204-10 - Reporting Executive Compensation and First-Tier Subcontract Awards; 52.204-13 System For Award Management Maintenance; 52.204-19 Incorporation by Reference of Representations and Certifications; 52.212-1 Instructions to Offerors - Commercial Items; 52.212-4 Contract Terms and Conditions - Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items; 52.223-18 - Encouraging Contractor Policies to Ban Text Messaging While Driving; 52.225-25 Prohibition On Engaging In Sanctioned Activities Relating To Iran-Certification;; 252.203-7000 Requirements Relating To Compensation Of Former DoD Officials; 252.203-7002 Requirement To Inform Employees Of Whistleblower Rights; 252.203-7005 Representation Relating To Compensation Of Former DoD Officials; 252.204-7003 Control Of Government Personnel Work Product; 252.204-7012 Safeguarding of Unclassified Controlled Technical Information; 252.225-7001 Buy American And Balance Of Payments Program; 252.225-7002 Qualifying Country Sources as Subcontractors; 252.225-7048 Export-Controlled Items; 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports; 252.232-7010 Levies On Contract Payments; 252.247-7023 Transportation of Supplies by Sea; 52.252-1 Solicitation Provisions Incorporated by Reference; 52.252-2 Clauses Incorporated by Reference 52.212-2 Evaluation -- Commercial Items: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical Capability and Approach: The Offeror's experience will be evaluated on the degree of relevance to the requirements of the Performance Work Statement on the basis of similarity in size, scope, complexity, contract type and period of performance. Only recent experience (within the last 5 years) will be evaluated. Minimum requirements are as follows: i. Must have demonstrated experience implementing Air Force Master Planning Solutions tied to the Planning, Programming, Budgeting, and Execution (PPBE) process ii. Must have experience in Enterprise Architecture and the DoD Architecture Framework (DoDAF) Conformance iii. Must have experience with Physical Exchange Specification (PES) iv. Must have experience with Conceptual Modeling v. Must have experience with Information Management Systems In addition, the offeror must demonstrate an understanding of requirements of the Performance Work Statement, demonstrate an approach to meet the technical requirements and demonstrate the ability to provide labor/skill mix to meet functional/technical requirements as outlined in Performance Work Statement. (ii) Price; (iii) Past Performance; (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Only one Firm-Fixed- Price award using FAR Part 12 procedures. The contract will be awarded on a lowest price technically acceptable basis. The Government intends to award without discussions, however, reserves the right to hold discussions, if necessary. Therefore, offerors should provide their best possible proposal from a technical and pricing standpoint. Send quotes via email to Chelsea.M.Whitten@usace.army.mil.
