- Draft - NFIP Communications SOO SSN FOR FEDERAL INSURANCE COMMUNICATIONS AND OUTREACH The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) manages the National Flood Insurance Program (NFIP) and a range of related programs designed to reduce future losses to homes, businesses, schools, public buildings, and critical facilities from floods, earthquakes, tornadoes, and other natural disasters. The NFIP requires a Contractor that can provide a full-service of integrated communications for the NFIP. The Contractor shall provide all personnel, facilities, equipment, materials, supplies, services, and otherwise do all things necessary to achieve the objectives contained in the attached Statement of Objectives (SOO). The Contractor shall bring expertise in decision and behavioral sciences to help shape, develop, and deliver the communications strategy, and provide inputs to products and services of the NFIP. The Contractor shall be able to recommend and use all available current and future outreach formats such as digital, broadcast, print, mobile, out of home (OOH), direct mail and others as needed by the Government. The Contractor is responsible for providing expertise in all aspects of communications, marketing, advertising, outreach and other related fields. As the industry successfully uses new products and services, the Contractor will continue to assess their capabilities to determine if they can be incorporated in the communication strategy. The Contractor shall conduct ongoing research of current customer communication trends to make recommended updates to the strategy. The Contractor shall implement strategic and tactical adjustments as needed and required by the Government. THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSAL. This is a market research tool being used to determine the availability and adequacy of eligible business sources to meet the Federal Insurance Directorate's needs. FEMA is seeking contracting alternatives and sources to meet these requirements. The Government is not obligated to and will not pay for any information received from industry sources as a result of this Sources Sought Notice. The Government does not request any proprietary information that should be submitted, nor shall it be liable for any consequential damages for proprietary information. Any information submitted to the Sources Sought Notice (e.g. capability statement) is subject to disclosure under the Freedom of Information Act 5 USC 552(a). It is requested that interested vendors submit a brief response to the questions below, collectively no more than four (4) single-sided pages, demonstrating their capabilities in meeting this requirement. Standard brochures and/or paraphrasing of the requirements will not be considered sufficient to demonstrate the capabilities of an interested party to the Government. 1. The Contractor will be required to recommend how to spend at minimum $5 million dollars annually on media purchases (paid media search, digital advertising, radio, television, etc.). Provide at least three specific examples of national media campaigns (private or public sector) of similar size and scope, detailing the message, reach, outcome, and how success was measured. 2. Provide demonstrated experience with a Government client using data analytics, behavioral science, and economics to make recommendations about targeted marketing, communications products and messaging, stakeholder engagement, and strategic planning; experience should show how these recommendations were successful in the mission of the program or Agency. 3. Developing external partnerships and leveraging stakeholders is critical in amplifying our message. How have you successfully engaged, built, and maintained national partnerships with public or private sector organizations to advance communications, marketing, or behavior change? If this was for a Federal agency, which one? What was your approach and methodology to measure success of these engagements? What were some of the accomplishments as a result of these partnerships? 4. Provide demonstrated experience designing webpages, building a web presence, and creating and managing digital content for external stakeholders with a focus on customer experience (ex. social media, websites, etc.). 5. How would you propose measuring success of the requirements listed in the SOO? How would you communicate your success to internal and external stakeholders? 6. What would be your most utilized labor categories specific to these requirements? The last date to submit questions pertaining to this Sources Sought Notice will be 9:00AM (Local- Washington, DC) on September 17, 2019.
