Description
Synopsis Synopsis The US Army Contracting Command - Warren (ACC-WRN) will be issuing a Request for Proposal (RFP) W911RQ-19-R-0019 to fulfill the requirement for a Water Blast Roadwheel Denuding System for Red River Army Depot (RRAD). The RRAD Rubber Products Branch (RPB) requirement is to obtain a new Denuding System that is capable of removing bonded rubber, from 25"x 6" Abraham's roadwheels and the 24"x 3.75" Bradley Fighting Vehicle System (BFVS) and Multiple Launch Rocket System (MLRS) Roadwheels. This operation is to be performed fully automated under normal operation and capable of manual control for recovery operations. The system controls shall be capable of operating autonomously through Programmable Logic Controllers (PLC) contained in a NEMA 12 enclosure. Operators shall be capable of controlling the system through a touchscreen, Human Machine Interface (HMI). The process shall be performed by a high-intensity water blast system. The system shall be capable of removing 1" thick bonded rubber from the roadwheels down to bare metal without removing metal from the surface of the wheel. The roadwheels shall be placed into the cell via pallets that Red River Army Depot Rubber Products Branch already uses for roadwheel transport and processing in other areas of production. A material handling six axis robotic arm shall be utilized to load the machine to include custom end of arm tooling. A fixture/stainless steel chuck shall secure the wheel inside of the cabinet. The Cabinet shall contain all of the water and rubber debris being removed from the roadwheel. All materials inside of the cabinet shall be made of stainless steel material. It shall have a built in manually operated cleaning system to allow for quick wash down of the interior walls, corners of the cabinet, windows and the work table to remove debris left over from the denuding process. Each cycle shall take no more than 6 minutes maximum in continuous operation from the time the wheel is mounted to a fixture, processed and removed from the fixture without damaging the metal wheel. The process water shall be filtered down to a 5 to 10 micron contaminate particle size prior to being released into the industrial waste sewer drains. Large debris from the wheels will be collected separately in a hopper and discarded or recycled by RPB. The overall size of the entire system cannot exceed 25' wide by 40' long. The solicitation will be issued on a Full and Open Competitive basis and will result in a Firm-Fixed-Price contract. Contractors should not contact the Buyer seeking the solicitation, as it will not be available until approximately 15 days after issuance of this notice. The Governments anticipates proposal submissions shall be due 30 calendar days after solicitation release. There are documents within the solicitation that are controlled unclassified information, marked Distribution Statement C and D or contain technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979, as amended, (Title 50, U.S.C., App. 2401 et seq.). It is the responsibility of the Offeror, not the Government, to obtain the appropriate export licenses, or process the appropriate export license exemption, necessary for authorization to share any such information with subcontractors who are foreign persons or entities as defined in applicable export laws and regulations, or to obtain access to the files themselves. It is therefore incumbent upon any interested parties to periodically access the website in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of same.
